All of the above conditions shall be fully and faithfully executed, or the site plan shall become null and <br />void. <br />A general discussion ensued regarding the impervious surface calculations for the entire site and the impact <br />to the impervious surface calculations when Phase 2 is developed. Mr. Tardif explained that development of the <br />entire site could not exceed the 75% impervious surface requirements. <br />A general discussion ensued regarding overnight parking of large vehicles, the sidewalk design, staffs <br />review of the history of the property for tree replacement requirements, and the possible increase in the number of <br />employees impacting the number of parking spaces required for the site. <br />Mr. Phillips asked the applicant to come forward. Mr. James Todd Welding, TMJ Investment Holdings LLC, <br />1588 South Lyons Court, Oviedo, Florida came forward. In response to the Commission's question, Mr. Welding <br />explained that deliveries are made to the site but there are no large trucks being parked at the site. In response to <br />the Commission's question, Mr. Welding stated there are currently 15 employees but could go as high as 24 <br />employees. <br />Mr. Phillips asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Phillips asked for a motion to address SPR 19-18. Mr. Hale made a motion that the Planning and Zoning <br />Commission approve case number SPR 19-18 for a major site plan based on the findings of fact and conclusions of <br />the staff report dated February 10, 2021, the four (4) conditions of approval, and Attachments A - E. Ms. Divita <br />seconded the motion. The motion passed unanimously by voice vote. <br />Eighth Item of Business: ZB 20-03: Rezoning at 3110 Howell Branch Road and 3128 Orava Lane. A request to <br />amend the Official Zoning Map from Seminole County R-4 (Multiple -Family Dwelling) to PRD (Planned <br />Residential District) for the two (2) parcels located at 3110 Howell Branch Road and 3128 Orava Lane. <br />Ms. Christina Hyson, Planner II, reviewed the information provided in her memorandum dated February 10, <br />2021 to the City of Casselberry Planning and Zoning Commission. Ms. Hyson said staff recommends that the <br />Planning and Zoning Commission recommend approval of case number ZB 20-03 to the City Commission, based on <br />the staff report and the testimony and evidence presented, that the request meets the applicable provisions of the <br />Unified Land Development Regulations, and is consistent with the Comprehensive Plan as per the written findings <br />contained in the staff report. <br />
