Presentation on Live Streaming of City Commission Meetings <br />Staff Presentation: City Manager Randy Newlon gave a presentation on live streaming of City <br />Commission meetings which included the following information: <br />- Currently only audio of City Commission meetings is recorded. <br />- Commission members asked that live streaming of City Commission meetings be explored. <br />- Live streaming occurs when a combined audio and video stream is made available online as it <br />is occurring. It may also be archived for replay at a later date. <br />- Over the last few months, staff has researched the options and cost to live stream meetings. <br />- Infrastructure in place for audio recording; video capturing is limited with existing equipment. <br />- Recording software must be upgraded. <br />- New equipment can be purchased and installed to supplement the existing system. This <br />includes cameras, mixer, and encoder. <br />- Subtitles must also be added before the meeting is streamed or published. <br />o Subtitles can be generated by humans or artificial intelligence. <br />o Human generated subtitles are more accurate and costs approximately $1-$2 per <br />minute. <br />- The live streams must be published to a platform such as Youtube. <br />- Current system can be enhanced to allow for live streaming of City Commission meetings. <br />- New equipment can be installed in the existing podium area. <br />- Existing conduit can facilitate incorporation of cameras into current audio system. <br />- Cameras will be mounted on dais and can be adjusted to accommodate the removal of <br />extension. <br />- Camera angle will be activated and change as a Commission member speaks. <br />- One-time cost to purchase and install equipment approximately $40,000 - $60,000. <br />- Ongoing cost for subtitle services (approximately $1 - $2 per minute) — approximate annual <br />cost of $2,400 - $4,500. <br />- Minimal maintenance/support expenses anticipated as tech support required for each City <br />Commission meeting. <br />- Installation may take approximately two (2) months; however, should occur after the upgrade <br />of CivicClerk which should be completed by early 2022. <br />- Training will be needed. <br />The presentation also included examples of camera placement, both for Commission members on the dais <br />and speakers at the podium. <br />Points for discussion included: <br />- Proposal allows for live streaming of City Commission meetings only. <br />- Maximizes use of existing equipment and conduit to control costs. <br />- Provides limited flexibility in camera angles. <br />- Implementation will require development of a policy. <br />
