CASSELBERRY CITY COMMISSION <br />Minutes of September 27, 2021 — Regular Meeting <br />Page 11 of 18 <br />in accordance with Truth In Millage (TRIM) requirements and the rules of the Florida Department of <br />Revenue. <br />Staff Presentation: City Manager Randy Newlon stated that Resolution 21-3273 provides for the adoption <br />of the final budget for the Fiscal Year 2021-2022 (FY 2022) in the amount of $79,313,102. A tentative <br />budget of $79,313,102 for Fiscal Year 2021-2022 was approved by the City Commission at the first public <br />hearing held on September 13, 2021. No modifications to the budget have occurred since the first public <br />hearing. Mr. Newlon gave a presentation on the proposed final operating budget for Fiscal Year 2021-2022 <br />which included the increases and decreases in each fund, the projects and proposed expenditures which <br />resulted in the increases and decreases, and additional details as to the proposed revenues and expenditures <br />contained in the proposed final budget. The City Commission is requested to approve Resolution 21-3273 <br />adopting a final budget of $79,313,102 for Fiscal Year 2021-2022. <br />Commissioner Meadows left the City Connnission Chambers at 6:11 p.m. <br />Commissioner Meadows returned to the City Commission Chambers at 6:12 p.m. <br />Discussion: Mayor Henson commented on two budget -related items, one being that the perception that <br />many people have that City operations are funded mostly through property taxes that are collected is a <br />misconception, noting that only approximately 6.69% of the City's budget comes from property taxes. He <br />also called attention to monies designated in the budget for improvements to water lines in the English <br />Estates community, which is outside City limits but is connected to the City's utilities system and the pipes <br />are substandard and in need of replacement. Mr. Newlon clarified that the reason the pipes are considered <br />substandard is due to having been part of a private utility system that was acquired by the City many years <br />ago. Mayor Henson added that he felt the City Commission and staff should continue to work toward <br />convincing Seminole County to allow the City to make the improvements utilizing the pipebursting method, <br />which is less costly and less disruptive to the residents in the area. <br />Budget Impact: The final budget requested for FY 2021-2022 for the City of Casselberry remains at <br />$79,313,102. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 21- <br />3273 adopting the final operating budget for the City of Casselberry for Fiscal Year 2021-2022 totaling <br />$79,313,102. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 21-3273, final operating budget for Fiscal Year 2021-2022. Mayor Henson <br />opened the floor for public participation. No one came forward to address Resolution 21-3273. Mayor <br />Henson closed the public hearing relative to Resolution 21-3273 <br />MOTION: Vice Mayor Busch moved to approve Resolution 21-3273 establishing a final <br />operating budget for the City of Casselberry totaling $79,313,102 for Fiscal <br />Year 2021-2022, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5-0. <br />Mayor Henson announced that the City of Casselberry has adopted a final budget for Fiscal Year 2021- <br />2022. <br />
