CASSELBERRY CITY COMMISSION <br />Minutes of September 13, 2021 — Regular Meeting <br />Page 8 of 19 <br />and FDOT is covering the vast majority of the construction, engineering, and inspection services. In total, <br />there are approximately $3 million worth of federal funds have been dedicated to this project and Dr. Brock <br />expressed appreciation to FDOT and MetroPlan for their assistance in making this project happen. <br />The City Commission commended Dr. Brock and all the City staff who had worked to get federal funds for <br />the project. <br />Budget Impact: There is no FY 2020-2021 budget impact associated with this item, but $24,183 in local <br />funding will be needed per the LAP (Local Agency Program) Agreement. Sufficient local funding is <br />included in the City's FY 2021-2022 Proposed Budget in Infrastructure Surtax (Sales Tax) Fund <br />Infrastructure Account 114-0710-541.63-40. After full execution of the LAP Agreement, a future budget <br />Amendment will be brought forward as needed to recognize federal revenue and expenditures. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 21-3262. <br />Audience Participation: No one carne forward to address Resolution 21-3262. <br />MOTION: Vice Mayor Busch moved to approve Resolution 21-3262, as presented. Motion <br />was seconded by Commissioner Aramendia. Motion carried unanimously by <br />voice vote 5-0. <br />B. Resolution 21-3263. — Locally Funded Agreement with Florida Department of <br />Transportation to Provide for Construction Engineering and Inspection Services <br />for the Sunset Drive Livable Street Improvements Project <br />The City Clerk read Resolution 21-3263 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A LOCALLY FUNDED <br />AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION IN <br />ORDER TO PROVIDE FOR CONSTRUCTION ENGINEERING AND INSPECTION SERVICES <br />FOR THE SUNSET DRIVE LIVABLE STREETS (FROM OXFORD ROAD TO BUTTON ROAD) <br />PROJECT; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 21- <br />3263 provided for approval of a Locally Funded Agreement with the Florida Department of Transportation <br />(FDOT) to provide for construction engineering and inspection (CEI) services for the Sunset Drive Livable <br />Streets (from Oxford Road to Button Road) Project (City project number PW 1818). (Ref. ITB -2021-0719) <br />Dr. Brock noted that FDOT had extended the courtesy to allow the City to essentially use FDOT's <br />continuing contract in order to get CEI services for the project, which saved countless hours of procurement <br />and staff time since they did not have to go out and procure those services on a project specific basis which <br />can take months and a lot of time. In addition, FDOT is currently fully funding the current negotiated price <br />for CEI which is $368,000 of federal funds that are committed to the project. However, because things <br />happen during a project, FDOT has created this policy requesting that the local governments commit 15% <br />of that amount as a set-aside so those things could be addressed quickly as they may come along, and that <br />
