The City has budgeted <br />funds for Sunset Drive in Fiscal Year 2022 in the proposed budget that could be used toward this cost. <br />Budget Impact: There is no FY 2020-2021 budget impact associated with this item. Sufficient funding is <br />included in the proposed FY 2021-2022 Budget for the local contribution of $55,249 for CEI services in <br />the Infrastructure Surtax (Sales Tax) Fund Infrastructure Account #114-0710-541.63-40. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 21-3263. <br />Audience Participation: No one came forward to address Resolution 21-3263. <br />MOTION: Vice Mayor Busch moved to approve Resolution 21-3263 as presented. Motion <br />was seconded by Commissioner Meadows. Motion carried unanimously by <br />voice vote 5-0. <br />C. Resolution 21-3264 — Three Party Escrow Agreement with Florida Department of <br />Transportation and Department of Financial Services to Provide for Construction <br />Engineering and Inspection Services for the Sunset Drive Livable Street <br />Improvements Project <br />The City Clerk read Resolution 21-3264 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A THREE PARTY <br />ESCROW AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF <br />TRANSPORTATION AND THE STATE OF FLORIDA DEPARTMENT OF FINANCIAL <br />SERVICES DIVISION OF TREASURY IN ORDER TO PROVIDE FOR CONSTRUCTION <br />ENGINEERING AND INSPECTION SERVICES FOR THE SUNSET DRIVE LIVABLE <br />STREETS (FROM OXFORD ROAD TO BUTTON ROAD) PROJECT; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 21- <br />3264 provides for approval of a Three -Party Escrow Agreement with the Florida Department of <br />Transportation (FDOT) and the Florida Department of Financial Services Division of Treasury to provide <br />for construction engineering and inspection (CEI) services for the Sunset Drive Livable Streets (from <br />Oxford Road to Button Road) Project (City project number PW 1818). (Ref. IT13-2021-0719) Dr. Brock <br />explained that this resolution was simply a companion to the previous item, Resolution 21-3263 regarding <br />the locally funded agreement. He stated that the FDOT has asked for the City to transfer the funds for CEI <br />services in advance, so they need them by December 101, and they will go into an escrow account which <br />is the nature of this agreement. <br />Budget Impact: There is no FY 2020-2021 budget impact associated with this item.
