Resolution 21-3262 — Local Agency Program Agreement with Florida Department <br />of Transportation for the Sunset Drive Livable Street Improvements Project <br />The City Clerk read Resolution 21-3262 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A LOCAL AGENCY <br />PROGRAM AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF <br />TRANSPORTATION FOR THE CONSTRUCTION OF THE SUNSET DRIVE LIVABLE <br />STREETS (FROM OXFORD ROAD TO BUTTON ROAD) PROJECT; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 21- <br />3262 provided for approval of a Local Agency Program Agreement with the Florida Department of <br />Transportation to construct Project 439075-2-58-01, Sunset Drive Livable Streets (From Oxford Road to <br />Button Road) Project (City project number PW 1818). (Ref. ITB -2021-0719) The central feature of the <br />project is the narrowing of Sunset Drive from Oxford Road all the way up to Button Road in order to <br />provide space to replace the sidewalk with a wide shared -use path. That will effectively extend the North <br />Oxford Road Complete Street Improvements Project, and also when improvements are made to Southcot <br />Drive in a year or year and a half, that will effectively extend the Casselberry Greenway Trail System up <br />to Button Road with those two projects. The total estimated construction cost of the project is $2.28 million. <br />Of that, the federal share is about $2.26 million, and the local share is estimated at $24 thousand. An <br />example of what the local share has to pay for is certain improvements to Overbrook Drive which are <br />outside the right-of-way of Sunset, because those improvements are not considered federal aid eligible. <br />Due to construction costs, it is possible that when the project is bid out later this year the bids may come in <br />higher. The City has proposed additional local funding in the Fiscal Year 2022 proposed budget to help <br />with that contingency should it arise. It is hoped that the City can bid the project in mid-November, open <br />it in mid-December and get it awarded and underway if a bid comes in favorably in early 2022 with <br />completion in early 2023. The project design was 100% federally funded using one of FDOT's consultants, <br />
