CASSGLBGRRY CITY COMMISSION <br />Minutes of September 13, 2021 — Regular Meeting <br />Page 16 of 19 <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 21-3266, tentative budget for the City of Casselberry for the Fiscal Year <br />commencing on October 1, 2021 and ending on September 30, 2022. Mayor Henson opened the floor for <br />public participation. No one came forward to address Resolution 21-3266. Mayor Henson closed the public <br />hearing relative to Resolution 21-3266 <br />MOTION: Commissioner Aramendia moved to approve Resolution 21-3266, <br />establishing a tentative budget for the City of Casselberry totaling <br />$79,313,102 for Fiscal Year 2021-2022, as presented. Motion was seconded <br />by Vice Mayor Busch. Motion carried unanimously by voice vote 5-0. <br />Mayor Henson announced that the City of Casselberry has adopted a tentative budget for Fiscal Year 2021- <br />2022. The City Commission will hold a final public hearing on Monday, September 27, 2021 at 5:30 p.m. <br />in City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the <br />City Commission intends to adopt a final budget for Fiscal Year 2021-2022. All interested parties are <br />invited to attend. <br />Mr. Newlon thanked and commended Finance Department staff and all other City staff for their work on <br />preparation of the tentative budget for Fiscal Year 2021-2022. <br />12. OTHER ITEMS <br />A. Site Plan Approval for the Grayson Square Townhomes (SPR 21-07) <br />Staff Presentation: Planner I Jonathan Tardif stated that approval of the proposed site plan for the Grayson <br />Square Townhomes at 3110 Howell Branch Road is being requested. The applicant is requesting approval <br />to construct a 138 -unit townhome development along with associated hardscape, landscaping, and <br />stormwater retention on approximately 14.06 acres located at 3110 Howell Branch Road. The City's <br />Development Review committee (DRC) voted to conditionally approve the Grayson Square site plan on <br />July 15, 2021. On August 11, 2021, the Planning and Zoning Commission voted 4-1 to recommend <br />approval of the SPR 21-07, site plan for the Grayson Square Townhomes, to the City Commission subject <br />to the six conditions recommended by staff. <br />The proposed site plan meets all of the zoning district regulations, including the proposed land uses, size <br />and dimension criteria, impervious surface and open space requirements, and landscaping and off-street <br />parking requirements. In response to a question from Commissioner Aramendia regarding the 4-1 vote <br />from the Planning and Zoning Commission, Mr. Tardif explained that there was initially some concern <br />about the number of guest parking spaces; however, it meets the City's Code requirements for guest parking. <br />The issue was also brought up at the DRC review process and the applicant did increase the number of <br />guest parking spaces; however, there was still one dissenting vote from the Planning and Zoning <br />Commission. Mr. Tom Daly of Daly Design Group, 913 Pennsylvania Avenue, Winter Park, stated he was <br />present on behalf of Pulte Homes and was available to answer any questions the City Commission might <br />have. He addressed the earlier question regarding parking spaces advising that there were actually more <br />parking spaces than the City required or that were actually indicated on the site plan. He also responded to <br />an additional question from Commissioner Aramendia regarding the size of the units in the development, <br />
