CASSELBERRY CITY COMMISSION Minutes of September 13, 2021 — Regular Meeting Page 15 of 19 Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and questions regarding Resolution 21-3265, tentative millage rate and tentative voted debt millage for Fiscal Year 2021-2022. Mayor Henson opened the floor for public participation. No one came forward to address Resolution 21-3265. Mayor Henson closed the public hearing relative to Resolution 21-3265. MOTION: Commissioner Aramendia moved to approve Resolution 21-3265 setting the tentative millage rate for Fiscal Year 2021-2022 at 2.9990 mills and the voted debt millage rate at 0.2251 mills, as presented. Motion was seconded by Vice Mayor Busch. Motion carried unanimously by voice vote 5-0. Mayor Henson announced that the City of Casselberry has adopted a tentative millage rate of 2.9990 mills for Fiscal Year 2021-2022 and 0.2251 as the voted debt lnillage rate for Fiscal Year 2021-2022. The tentative operating millage rate is 4.47% higher than the rolled -back rate of 2.8708 mills. The City Commission will hold a final public hearing on Monday, September 27, 2021 at 5:30 p.m. in City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the City Commission intends to adopt a final lnillage rate and voted debt millage rate for Fiscal Year 2021-2022. All interested parties are invited to attend. C. Resolution 21-3266 — Tentative Operating_ Budget for Fiscal Year 2021-2022 Mayor Henson announced for the record that the first public hearing to consider the City of Casselberry's tentative operating budget for Fiscal Year 2021-2022 would now begin. The City Clerk read Resolution 21-3266 by title, as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA ADOPTING THE TENTATIVE BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2021 AND ENDING ON SEPTEMBER 30, 2022; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE" Notice of Public Hearing: The Notice of Public Hearing relative to the tentative budget for Fiscal Year 2021-2022 was provided to all taxpayers of the City of Casselberry by the Seminole County Property Appraiser with the Notice of Proposed Property Taxes mailed to all taxpayers in August 2021, in accordance with Truth In Millage (TRIM) requirements. Staff Presentation: City Manager Randy Newlon gave an overview of the proposed Tentative Operating Budget for Fiscal Year 2021-2022. Mr. Newlon stated that the tentative budget being proposed for Fiscal Year 2021-2022 is in the amount of $79,313,102 and provided an overview of the proposed increases and decreases in each fund, the projects and proposed expenditures which resulted in the increases and decreases, and additional details as to the proposed revenues and expenditures contained in the proposed tentative budget. Budget Impact: The tentative budget requested for FY 2022 for the City of Casselberry is $79,313,102. Recommendation: The City Manager and the Finance Director recommended approval of Resolution 21- 3266 to establish a tentative budget for the City of Casselberry totaling $79,313,102 for FY 2022.
