CASSELBERRY CITY COMMISSION <br />Minutes of August 23, 2021 — Regular Meeting <br />Page 8 of 16 <br />million over the next two years to be used on things not yet determined, but which were loosely described <br />as: public health and economic impacts of the COVID-19 emergency; premium pay to essential workers <br />potentially; provide local governments with an opportunity to recover lost revenue as a result of the COVID- <br />19 recession; and for local government to make infi-astructure investments in things such as water and <br />sewer, and to expand broadband to underserved areas of the country. He added that the City was not <br />necessarily qualified to provide the last one and he was not ready to ask the City Commission to commit in <br />one particular area at this time as there was very little guidance from the federal government on how the <br />funds were to be used and what restrictions may apply, but at some point in the near future he would be <br />asking for City Commission guidance on how to use the funds allocated for the City. At this time, the State <br />of Florida is holding the funds due to the City of Casselberry and is looking for someone to be appointed <br />as the City's authorized representative to execute a funding agreement with the State of Florida, and other <br />administrative documents over the next two years, and the substance of Resolution 21-3258 is to authorize <br />the City Manager to act as the City's authorized representative for those purposes. <br />Budget Impact: There is no impact to the budget at this time. Once uses of the funding are identified, the <br />City will bring a budget amendment to the City Commission for approval. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 21- <br />3258. <br />Audience Participation: No one came forward to address Resolution 21-3258. <br />MOTION: Commissioner Aramendia moved to approve Resolution 21-3258, as presented. <br />Motion was seconded by Vice Mayor Busch. Motion carried unanimously by <br />voice vote 4-0. <br />10. FIRST READING OF ORDINANCES <br />No items were presented for consideration on this agenda. <br />11. PUBLIC HEARINGS <br />A.
