CASSELBERRY CITY COMMISSION Minutes of August 23, 2021 — Regular Meeting Page 8 of 16 million over the next two years to be used on things not yet determined, but which were loosely described as: public health and economic impacts of the COVID-19 emergency; premium pay to essential workers potentially; provide local governments with an opportunity to recover lost revenue as a result of the COVID- 19 recession; and for local government to make infi-astructure investments in things such as water and sewer, and to expand broadband to underserved areas of the country. He added that the City was not necessarily qualified to provide the last one and he was not ready to ask the City Commission to commit in one particular area at this time as there was very little guidance from the federal government on how the funds were to be used and what restrictions may apply, but at some point in the near future he would be asking for City Commission guidance on how to use the funds allocated for the City. At this time, the State of Florida is holding the funds due to the City of Casselberry and is looking for someone to be appointed as the City's authorized representative to execute a funding agreement with the State of Florida, and other administrative documents over the next two years, and the substance of Resolution 21-3258 is to authorize the City Manager to act as the City's authorized representative for those purposes. Budget Impact: There is no impact to the budget at this time. Once uses of the funding are identified, the City will bring a budget amendment to the City Commission for approval. Recommendation: The City Manager and the Finance Director recommended approval of Resolution 21- 3258. Audience Participation: No one came forward to address Resolution 21-3258. MOTION: Commissioner Aramendia moved to approve Resolution 21-3258, as presented. Motion was seconded by Vice Mayor Busch. Motion carried unanimously by voice vote 4-0. 10. FIRST READING OF ORDINANCES No items were presented for consideration on this agenda. 11. PUBLIC HEARINGS A. Second Reading of Ordinance 21-1555 — Marquis Townhomes PUD Zoning Amendment, PUD Agreement, and Concept Plan (ZB 21-01 ) The City Clerk read Ordinance 21-1555 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING A PLANNED UNIT DEVELOPMENT (PUD) AGREEMENT AND CONCEPT PLAN FOR APPROXIMATELY 1.98 ACRES WITH PMX-HIGH (PLANNED MIXED-USE: HIGH RISE) ZONING, GENERALLY LOCATED ON THE NORTHEAST CORNER OF SOUTH U.S. HIGHWAY 17-92 AND GRANDPINE WAY AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE."
