CASSELBERRY CITY COMMISSION <br />Minutes of August 23, 2021 — Regular Meeting <br />Page 7 of 16 <br />DATE." <br />Staff Presentation: Community Development Director Chris Bowley stated that Resolution 21-3257 <br />provides for execution of the 2021 Public School Facility Planning and School Concurrency Interlocal <br />Agreement. In 2008 the City of Casselberry entered into an Interlocal Agreement with the other Seminole <br />County municipalities and the Seminole County Board of County Commissioners and the Seminole County <br />School Board to address school concurrency and capacity and to snatch the capacity of public school <br />facilities and the number of students. The agreement being presented tonight is an update to that initial <br />Interlocal Agreement and is the culmination of a lot of work between the parties over the past two years. <br />The proposed agreement has been accepted by both the Seminole County School Board and the Seminole <br />County Board of County Commissioners and also by several of the local municipalities in Seminole County. <br />Staff is requesting that the City Commission authorize execution of the 2021 Interlocal Agreement for <br />Public School Facility Planning and School Concurrency. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Resolution 21-3257 and to authorize execution of the 2021 hlterlocal Agreement for Public School <br />Facility Planning and School Concurrency. <br />Audience Participation: No one carne forward to address Resolution 21-3257. <br />MOTION: Vice Mayor Busch moved to approve Resolution 21-3257, as presented, and to <br />authorize execution of the 2021 Interlocal Agreement for Public School Facility <br />Planning and School Concurrency. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 4-0. <br />B. Resolution 21-3258 — American Rescue Plan Act (ABPA) Coronavirus Local <br />Fiscal Recovery and Fund Agreement with the State of Florida Division of <br />Emery Management <br />The City Clerk read Resolution 21-3258 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, AUTHORIZING EXECUTION OF THE AMERICAN RESCUE PLAN ACT <br />CORONAVIRUS LOCAL FISCAL RECOVERY FUND AGREEMENT NUMBER Y5044 WITH <br />THE STATE OF FLORIDA, DIVISION OF EMERGENCY MANAGEMENT; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon stated that Resolution 21-3258 provides for execution <br />of federally funded Grant Agreement Number Y5044 with the State of Florida, Division of Emergency <br />Management for the purpose of providing funds to local governments in order to facilitate the ongoing <br />recovery from the COVID-19 pandemic and authorizes the City Manager to execute said agreement and <br />related documents for and on behalf of the City of Casselberry. Mr. Newlon explained that approximately <br />$7 billion of the $1 trillion federal funding bill known as the American Recovery Plan had been earmarked <br />for local governments, and of that $7 billion, the City of Casselberry would be receiving a total of $14.4 <br />
