Allocation of FY20 Countywide Edward Byrne Justice Assistance Memorial Grant <br />Award to the Seminole County Sheriff's Office <br />Introduction: Consideration to allocate what would have been the Casselberry Police Department's share <br />of grant funds from the FY20 Countywide Edward Byrne Memorial Justice Assistance Grant Program, <br />through the Florida Department of Law Enforcement, to the Seminole County Sheriff's Office in the <br />amount of $112,827 is requested. <br />Discussion: The Edward Byrne Memorial Justice Assistance Grant is normally awarded to the Seminole <br />County Sheriff's Office and then distributed to participating sub -recipient entities within the county, to <br />include the City of Casselberry. The Seminole County Sheriffs Office will retain all proceeds from the <br />FY20 Edward Byrne Memorial Assistance Grant in the amount of $112,827 for the purpose of a Computer <br />Aided Dispatch (CAD Modernization Program) which would benefit all entities that participate in the CAD <br />system, including the Casselberry Police Department. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Police Chief recommended approval to allocate the <br />Casselberry Police Department's share of the $112,827 FY20 Edward Byrne Memorial Justice Assistance <br />Grant Program to the Seminole County Sheriff's Office for the purpose of the CAD Modernization <br />Program. <br />I. Resolution 21-3241 — Street Lighting Assessment Preliminary Rate Resolution <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, RELATING TO THE DELIVERY AND FUNDING OF STREET LIGHTING <br />SERVICES WITHIN THE CITY; PROVIDING FOR THE IMPOSITION OF STREET <br />LIGHTING ASSESSMENTS WITHIN THE ENTIRE AREA OF THE CITY; ESTIMATING THE <br />SERVICE COST TO PROVIDE STREET LIGHTING SERVICES, FACILITIES, EQUIPMENT <br />AND IMPROVEMENTS; ESTABLISHING THE METHOD OF ASSESSING THE STREET <br />LIGHTING SERVICE COST AGAINST REAL PROPERTY THAT WILL BE SPECIALLY <br />BENEFITED; DIRECTING THE CITY MANAGER TO PREPARE A PRELIMINARY STREET <br />LIGHTING ASSESSMENT ROLL; ESTABLISHING A PUBLIC HEARING TO CONSIDER <br />IMPOSITION OF THE PROPOSED STREET LIGHTING ASSESSMENTS; DIRECTING THE <br />PROVISION OF NOTICE IN CONNECTION THEREWITH; AND PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 21-3241 provides for a Preliminary Rate Resolution for the implementation of <br />the Street Lighting Assessment for Fiscal Year (FY) 2021-22. <br />Budget Impact: There is no impact to the City Budget at this time. If approved, revenues generated by <br />the Street Lighting Assessment will be budgeted in FY 2021-22 accordingly. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 21-3241. <br />
