CASSCLBGRRY CITY COMMISSION <br />Minutes of June 14, 2021 — Regular Meeting <br />Page 12 of 15 <br />Staff Presentation: City Manager Randy Newlon stated that Resolution 21-3242 provides for the adoption <br />of Residential Solid Waste collection fees to be adjusted over six years. He explained that the City provides <br />solid waste collection services for its residents which is outsourced to Waste Pro through a piggyback <br />contract with Seminole County that goes through December 31, 2027. Customers are currently charged <br />$18.42 a month for regular waste collection service and $28.42 a month for side -door service, which is used <br />by very few customers, and those charges are included with the customers' utility bills. The rates were last <br />revised in 2010 and while they have remained static for that time period, the annual costs for collection and <br />disposal of solid waste have risen and the City has had to draw from reserves in order to balance expenses <br />against revenues taken in. These reserves are projected to be exhausted in 2022. Mr. Newlon noted that a <br />discussion on the solvency of the Solid Waste Fund had taken place at the Pre -Planning Budget Workshop <br />in February, and at that time it was the consensus of the City Commission that residential solid waste <br />collection fees would need to be raised to fully fund residential solid waste collection costs over the next <br />six years (the remaining term of the Waste Pro contract). He shared results of a survey of solid waste rates <br />in surrounding jurisdictions from June 2021 which showed the City of Casselberry's rates to be 9% below <br />the survey average. <br />The incremental increases to the City's residential solid waste collection rates which are being proposed <br />are as follows: <br />- Effective October 1, 2021 the monthly cost of solid waste collection would be $21.00 for <br />standard collection and $31.00 for side -door collection; <br />- Effective October 1, 2022 the monthly cost of solid waste collection would be $21.58 for <br />standard collection and $31.58 for side -door collection; <br />- Effective October 1, 2023 the monthly cost of solid waste collection would be $22.17 for <br />standard collection and $32.17 for side -door collection; <br />- Effective October 1, 2024 the monthly cost of solid waste collection would be $22.78 for <br />standard collection and $32.78 for side -door collection; <br />- Effective October 1, 2025 the monthly cost of solid waste collection would be $23.41 for <br />standard collection and $33.41 for side -door collection; <br />- Effective October 1, 2026 the monthly cost of solid waste collection would be $24.05 for <br />standard collection and $34.05 for side -door collection. <br />When the contract with Waste Pro expires at the end of 2027, a new contract for a franchise agent will have <br />to be entered into, and the associated costs and services related to the new contract may be different. It is <br />entirely likely that the City Commission will need to reconsider pricing again at that time. <br />Budget Impact: Approval of Resolution 21-3242 will lead to enhanced revenues to be included in the <br />budget to be adopted for Fiscal Year 2022 and beyond. <br />Recommendation: The City Manager recommended approval of Resolution 21-3242. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 21-3242. Mayor Henson opened the floor for public participation. No one <br />came forward to address Resolution 21-3242. Mayor Henson closed the public hearing relative to <br />Resolution 21-3242. <br />
