Notification was provided to the surrounding property owners within 500 feet on February 22, 2021 and written notices for the Official Zoning Map amendment were posted on the subject properties on February 24, 2021. The Planning and Zoning Commission, the City's Local Planning Agency (LPA), at its meeting on April 12, 2021 voted 6-0- 1 to recommend approval of Ordinance 21-1553 to the City Commission. The request to amend the Official Zoning Map from CG (Commercial General) to PMX-MID (Planned Mixed -Use: Medium Rise) for the subject properties is consistent with the City's Comprehensive Plan and the Major Thoroughfare Mixed - Use Future Land Use designation; compatible and consistent with the adjacent land uses and zoning districts; and connections for City water and sanitary sewer services are available to the subject properties. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 21-1553 on second and final reading. Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and questions regarding Ordinance 21-1553. Mayor Henson opened the floor for public participation. No one came forward to address Ordinance 21-1553. Mayor Henson closed the public hearing relative to Ordinance 21-1553. MOTION: Commissioner Aramendia moved to adopt Ordinance 21-1553 on second and final reading, as presented. Motion was seconded by Vice Mayor Busch. Motion carried unanimously by voice vote 4-0. B. Resolution 21-3242 — Adoption of Residential Solid Waste Fee Schedule The City Clerk read Resolution 21-3242 by title, as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, TO BE KNOWN AS THE SOLID WASTE RATE RESOLUTION, RELATING TO RESIDENTIAL SOLID WASTE FEES AND CHARGES; ESTABLISHING FEES FOR COLLECTION OF RESIDENTIAL SOLID WASTE COMMENCING OCTOBER 1, 2021; PROVIDING FOR ANNUAL ADJUSTMENTS IN CHARGES CORRESPONDING TO THE CURRENT TERM OF THE CONTRACTED SOLID WASTE FRANCHISE AGENT AGREEMENT, WHICH IS SIX YEARS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 21-3242 was advertised in the Orlando Sentinel on Saturday, June 5, 2021 City Clerk Donna Gardner noted for the record that a minor scrivener's error had been corrected in Resolution 21-3242. The rate for side -door pickup for October 1, 2025 was listed incorrectly and the resolution was amended to show the correct rate of $33.41. Hard copies of the amended resolution were distributed to the City Commissioners' places on the dais prior to the meeting.
