Second Reading of Ordinance 14-1408 — Amending City Code Chapter 58 Offenses <br />Public Nuisances, and Miscellaneous Provisions <br />Ms. Sundvall read Ordinance 14-1408 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA; AMENDING THE CITY OF <br />CASSELBERRY CODE OF ORDINANCES, BY ADDING CHAPTER 58, ARTICLE VIII, <br />NUISANCES CAUSED BY HUMAN SIGN SPINNERS ON PUBLIC PROPERTY AND PUBLIC <br />RIGHTS OF WAY DIRECTING COMMERCIAL MESSAGES TO PASSING MOTORISTS, <br />PURPOSE, INTENT, AND FINDINGS, DEFINITIONS, APPLICABILITY, PENALTY; PROVIDING <br />FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Ordinance 14-1408 was advertised in the <br />Orlando Sentinel on Thursday, July 3, 2014. <br />Staff Presentation: Community Development Director Sandra Smith briefly explained that Ordinance 14- <br />1408 had been approved on first reading at the June 23, 2014 meeting, and if adopted, would add a section to <br />Chapter 58 of the City Code to provide an additional method for dealing with human commercial message <br />signs by declaring thein to be a public nuisance. <br />Budget Impact: This item has no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 14-1408 on second and final reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 14-1408. No one came <br />forward to address Ordinance 14-1408. Mayor Glancy closed the public hearing relative to Ordinance 14- <br />1408. <br />MOTION: Commissioner Solomon moved to adopt Ordinance 14-1408 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Hufford. Motion <br />carried unanimously by voice vote 3-0. <br />At 4:20 p.m. Mayor Glancy advised that the second public hearing on the agenda had been advertised for 5:00 <br />p.m. and inquired of the other Commissioners whether they would be in favor of continuing with the remaining <br />agenda items and coming back to the public hearing after 5:00 p.m. Both Vice Mayor Hufford and <br />Commissioner Solomon indicated it would be appropriate to continue with the remaining agenda items. <br />
