CASSELBERRY CITY COMMISSION <br />Minutes of June 23, 2014 — Regular Meeting <br />Page 12 of 14 <br />expansion of the system; and the possibility of including the cost of irrigation installation as one of the <br />reimbursable costs allowed under the City's Neighborhood Improvement Grant program. <br />CONSENSUS: The City Commission agreed by consensus to direct the City Manager and staff <br />to prepare an ordinance lowering the cost of connecting to the City's reclaimed <br />water system by one-half; to leave this discount in place for a period of one- <br />year from adoption of the ordinance; to re-evaluate the program after one <br />year to determine the success of the program as far as increasing the number <br />of customers utilizing the reclaimed water system; and to conduct an <br />educational outreach program upon adoption of the ordinance targeted to <br />customers having reclaimed water available to them, in order to stimulate <br />usage of the system. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. <br />Commissioner Aramendia left the Chambers at 6:10 p.m. Mayor Glancy passed the gavel to Vice Mayor <br />Hufford and left the Chambers at 6:11 p.m. <br />Mr. James Fraleigh, 23 Teresa Court, voiced concerns about what he perceived to be a <br />violation of his right to freedom of speech by the Commission through attempts to censor his <br />comments during audience participation at City Cominission meetings. <br />Mayor Glancy returned to the Chambers at 6:13 p.m. Commissioner Aramendia returned to the Chambers at <br />6:14 p. m. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />No report. <br />15. CITY ATTORNEY'S REPORT <br />Reported that a recent Florida Supreme Court opinion found that the red light camera ordinances in <br />the Cities of Aventura and Orlando were unconstitutional. Advised that City Attorney Reischmann <br />was aware of additional arguments and defenses which could made and requested an attorney client <br />session to be held at a time convenient for the Commissioners' calendars. <br />Gave an update on a lien foreclosure case relating to property at 317 Sunset Drive, advising that a <br />Final Judgment of Foreclosure had been entered an a sale date set for July 1, 2014. <br />
