CASSELBERRY CITY COMMISSION <br />Minutes of June 23, 2014 — Regular Meeting <br />Page 11 of 14 <br />regulations, and it was an attempt to take it out of the First Amendment realm, which would make it more <br />enforceable and more able to stand up to legal challenges. <br />Budget Impact: There is no impact to the City Budget. <br />Audience participation: The following individual came forward to address Ordinance 14-1408: <br />Mayor Glancy cautioned Mr. Fraleigh that if he got out of line one time he would be asked to be seated. <br />Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to Ordinance 14-1408, stating he <br />felt the City was moving in the wrong direction and these regulations constituted harassment <br />of local businesses just trying to advertise their businesses and make a living. <br />No one else came forward. <br />MOTION: Vice Mayor Hufford moved to approve Ordinance 14-1408 on first reading, as <br />presented. Motion was seconded by Commissioner Aramendia. <br />Discussion: A brief discussion ensued regarding the reasons for restricting these types of signs, including <br />safety issues, such as distraction to drivers, and beautification issues. <br />Motion carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />No items were presented for consideration. <br />12. OTHER ITEMS <br />A. Casselberry Reclaimed Water System Presentation and Discussion <br />Water Resources Manager Alan Ambler gave a presentation on the City's reclaimed water system, including an <br />overview; challenges the system has faced; cost and environmental advantages to utilizing reclaimed water as <br />opposed to potable water for irrigation purposes; existing reclaimed water usage; and methods which could be <br />potentially used to encourage reclaimed water usage, including educational outreach programs and incentives. <br />A copy of the PowerPoint presentation is attached to and made a part of these minutes. <br />Discussion: A lengthy discussion ensued regarding areas in which reclaimed water is available; possible <br />incentives for reclaimed water usage; usage and installation rates; operational costs for the reclaimed water <br />system; system capacity; public education and customer notification methods; benefits of utilizing reclaimed <br />water for irrigation; system augmentation possibilities; future technologies and the possibility of future <br />
