CITY MANAGER'S REPORT <br />Asked for direction from the Commission as to a City representative to participate in the next <br />Leadership Seminole class. He indicated that Commissioner Aramendia had expressed an interest. <br />CONSENSUS: The Commission agreed by consensus to select Commissioner <br />Aramendia as the City's representative for the next Leadership <br />Seminole class. <br />• Advised that he had been informed by Public Works that the schedule for the Casselberry Farmer's <br />Market would change to Saturdays from 9:00 a.m. —1:30 p.m. beginning June 28, 2014, and that the <br />last Saturday of each month would feature environmentally friendly vendors and be called a "green <br />bazaar". <br />• In response to questions posed to him earlier by Vice Mayor Hufford, Mr. Newlon requested that <br />Public Works Director Mark Gisclar brief the Commission on the Seminole State College banners <br />which were proposed to be placed in the City along the U.S. Highway 17-92/State Road 436 corridor. <br />Mr. Gisclar advised that Seminole State College had approached the City about possibly putting <br />banners up along U.S. Highway 17-92 and State Road 436 which would display the logos of both the <br />college and the City. He explained that there would be approximately 60 banners which would be <br />placed only on aluminum street light poles at about the same height as holiday banners. He added that <br />due to the height, view of businesses would not be blocked. He stated that the cost of the banners, <br />decorative brackets would be borne by Seminole State, and the labor to put them up and take them <br />down would be performed by City crews. He noted that this was simply a partnership between the <br />college and the City to brand and bring attention to both. He added that he was in favor of the idea, <br />but it would ultimately be the Commission's decision whether to place the banners or not. <br />Discussion: A brief discussion ensued regarding concerns about the perception of citizens that the City may <br />receive revenue for "advertising" the college; how installation of the banners would be affected by the City's <br />sign regulations; whether it may set a precedent for requests from businesses to install additional banners; what <br />the cost and life of the banners would be; and the length of time it would take for installation. Mr. Gisclar then <br />shared a copy of the banner design with the Commission for their review. He clarified that installation of the <br />proposed banners would require an interlocal agreement between the City and Seminole State to set out the <br />details. Mr. Newlon also reminded the Commission that the decision would ultimately be made by the <br />Commission and staff would bring the matter to them for consideration through a resolution. He added that the <br />City Attorney would also review the proposal to clarify any legal issues which would need to be addressed. <br />• Advised that with the Commission's approval of Phase 2 of the Neighborhood Improvement Program <br />on the Consent Agenda at this meeting, more paving and road rehabilitation projects would begin, <br />including milling and resurfacing of the intersection at Highway 17-92 and Triplet Lake Drive. <br />15. CITY ATTORNEY'S REPORT <br />Updated the Commission on the pending Scott Pleasants litigation, advising that her firm was <br />preparing a Motion for Sanctions based on the claim not being supported by the law or the facts and <br />
