City Center Property Development Report — Commissioner Aramendia <br />Reported he attended a meeting in the past week at which the parties worked through some ground issues <br />which had been discovered. He advised that the City's consultants from ACi (Associated Consulting <br />International) were able to rework the plan and move the affected restaurant to another area on the parcel <br />where the ground was more secure. He noted that the benefit of the move was that more park space would be <br />gained. He added that considering the issues with the property everyone was doing as much as possible to <br />reach solutions. He also reported that earlier in the day he and Mr. Newlon had met with City Attorney Katie <br />Reischmann to review some of the agreements and they had made notes to ensure the agreements were good <br />in order to move the project forward. <br />9. RESOLUTIONS <br />A. Resolution 14-2595 — Supplemental Agreement No. 1 to the Standard Consultant <br />Agreement for Professional Services for Stormwater, lakes Management and Water <br />Quality Related Projects with Geosyntec Consultants, Inc. for Stonmwater-related <br />City Code Review and Recommendations and Related Budget Amendment # 14-027 <br />The City Clerk read Resolution 14-2595 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />APPROVING AND AUTHORIZING THE EXECUTION OF SUPPLEMENTAL AGREEMENT NO. <br />1 TO THE STANDARD CONSULTANT AGREEMENT FOR PROFESSIONAL SERVICES FOR <br />STORMWATER, LAKES MANAGEMENT, AND WATER QUALITY RELATED PROJECTS <br />WITH GEOSYNTEC CONSULTANTS, INC. FOR CITY CODE REVIEW AND <br />RECOMMENDATIONS RELATING TO STORMWATER; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Assistant Public Works Director/City Engineer Kelly Brock advised that Mr. Mark <br />Ellard with Geosyntec Consultants was present and available to answer questions if needed. He then gave an <br />overview of Resolution 14-2495, explaining that staff was undertaking a multi-year effort to overhaul the <br />City's Code relating to stormwater issues, including but not limited to reviews and recommendations to <br />satisfy NPDES (National Pollutant Discharge Elimination System) permit requirements with the Florida <br />Department of Environment Protection (FDEP) for the City's Municipal Separate Storm Sewer System <br />(MS4). He advised that a summary report with a plan for implementing Code changes must be completed and <br />included in the City's Year 2 Annual Report for its NPDES permit which was due June 30, 2014, and which <br />was the reason for bringing the matter to the Commission for consideration at this time. <br />Dr. Brock explained that basically this permit regulates the City's stormwater system and discharges into <br />waters of the state. He added that the City's Code relating to stormwater needed updating to clarify language <br />and eliminate outdated language and it made sense to bring it all at one time for Commission consideration <br />due to the impending deadline.
