CASSELBERRY CITY COMMISSION <br />Minutes of April 28, 2014 — Regular Meeting <br />Page 10 of 17 <br />for the Code updates, but that the Florida Building Code had gone through a major update a couple of years <br />ago, and that as a result the City's floodplain ordinance is now out of date and municipalities are required to <br />update their floodplain ordinance to comply with the Florida Building Code. He noted that the City of <br />Casselberry is not the only municipality that is subject to this requirement. He also gave some examples <br />where references to stormwater regulations are located in several different places in the City's Code and <br />through this revision an effort will be made to consolidate those into just a couple of locations which will <br />assist developers in locating and understanding what is required by the City relating to stormwater and <br />environmental issues. <br />Dr. Brock reiterated that what staff is trying to accomplish is to bring the City Code in compliance with the <br />Florida Building Code and gain consistency with other jurisdictions such as St. Johns Water Management <br />District, in addition to cleaning up outdated and confusing language. He added that this should help created a <br />business friendly environment, promote redevelopment while at the same time balance environment <br />protection. <br />Commissioner Aramendia left the Chambers at 4:55 p.m. Commissioner Aramendia returned to the <br />Chambers at 5:03 p.m. <br />Audience Participation: The following individuals came forward to address Resolution 14-2595: <br />1. Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns about possible <br />drainage issues in the event of a large stolen event such as Tropical Storm Fay. <br />2. Mr. James Fraleigh, 23 Teresa Court, voiced opposition to Resolution 14-2595, stating the <br />proposed Code changes would be a waste of taxpayers' money. He also specifically noted <br />the reference to pursuing code enforcement against citizens whose vehicles leaked oil onto <br />the roadways, stating he felt this would constitute harassment and would deter people from <br />wanting to live, drive through, shop or do business in Casselberry. <br />No one else came forward. <br />Budget Impact: The total cost of Supplemental Agreement No. 1 is not to exceed $102,705.76. Budget <br />provision in the amount of $17,705.76 is available in the Stormwater Professional Services Account #110- <br />0740-539.31-00 for FY 2014. Budget Amendment #14-027 proposes to provide additional funding of <br />$85,000 drawn from the Stormwater Fund Balance account #110-0000-389.90-00 to provide additional <br />funding in the Professional Services Account #110-0740-539.31-00 for this task. <br />BA #14-027 <br />Explanation of Request: This Budget Amendment provides additional funding to cover the costs associated <br />with Supplemental Agreement No. 1 with Geosyntec Consultants, Inc. for an amount not to exceed <br />$102,705.76. Supplemental Agreement No. 1 is to provide professional services for stormwater-related <br />review of the City Code and make recommendations. In order to ensure sufficient funding is available to <br />facilitate this work, an additional $85,000.00 is necessary. <br />
