CASSELBERRY CITY COMMISSION <br />Minutes of March 10, 2014 —Regular Meeting <br />Page 9 of 11 <br />2. Mr. James Fraleigh, 23 Teresa Court, voiced concerns about various issues, including the <br />proposed one cent sales tax; what he perceived to be wasteful spending and unwise use of <br />taxpayer dollars by the City Commission; and his perception that his and other speakers' <br />constitutional rights to freedom of speech were being violated when they are interrupted while <br />expressing their opinions during the public participation portion of Commission meetings. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />• Thanked the Commissioners for their consideration of the items on the agenda tonight, including the <br />interlocal agreement for the penny sales tax and the Classification and Compensation Study. <br />15. CITY ATTORNEY'S REPORT <br />Reported on several bills pending in the Legislature, including Senate Bill 718 requiring that public <br />meetings include a specific description of each matter to be considered and prohibiting Commissions <br />from acting on any matter that hasn't been included on an agenda, and Senate Bill 458 which <br />mandates repeal of all rules and ordinances relating to knives or weapons in cities. <br />Stated that the City had received an inquiry from a citizen about a back yard gun range, and advised <br />there was litigation pending in Palm Beach County challenging the preemption statute. She added that <br />some cities were passing resolutions addressing the issue of back yard gun ranges since it apparently <br />was becoming quite popular and she had provided a copy of a resolution to Community Development <br />Director Sandra Smith in case the Commission wished to discuss the issue at some point. <br />16. CITY CLERK'S REPORT <br />• No report. <br />17. CITY COMMISSIONERS' REPORTS/COMMENTS <br />Commissioner Anthony Aramendia — Seat No. 1: <br />• Attended the recent Habitat for Humanity groundbreaking event in Antigua Bay. <br />• Reminded everyone of the Art & Music in the Park and Food Truck Bazaar event on Friday, March <br />14, 2014. <br />• Stated that the street art project touch-up day would take place on Saturday, March 15, 2014. <br />• Advised that both an air potato raid and a tree nursery project were scheduled for March 22, 2014 <br />from 9:00 a.m. — 12:00 p.m. and there would be a large group participating in the two events. <br />
