CASSELBERRY CITY COMMISSION
Minutes of March 10, 2014 — Regular Meeting
Page 10 of 11
Commissioner Gene Fry — Seat No. 2:
Inquired with reference to the upcoming ballot initiative to make marijuana legal in the State of
Florida whether City staff had looked into the zoning requirements and the possibility of limiting sales.
Mr. Newlon advised the City had not yet addressed the issue; however, he was aware that another city
had done that locally. Ms. Reischmann advised that the City of Cocoa Beach had a draft ordinance
pending; however, she cautioned that there was some risk that getting out in front of the issue could
prompt the Legislature to specifically preempt the cities. She added that most cities are waiting to see
how the other cities fared. She advised she could provide a copy of the draft Cocoa Beach ordinance
to the Commissioners for their review. The Commissioners agreed they would like to see the
ordinance and Ms. Reischmann stated she would send it to the City Manager for distribution.
Commissioner Sandra Solomon — Seat No. 3:
Commented that although many times people complain about waste in the legislative area of
government, waste also occurs due to people's use of the court system.
Vice Mayor Colleen Hufford — Seat No. 4:
Attended the Seminole County Prayer Breakfast on Friday, March 7, 2014 at which Sheriff Eslinger
gave a very moving talk about his son who had been wounded while on active military duty by a
mortar.
• Gave a brief update on various legislation issues that are being addressed by the Tri -County Advocacy
Team, including pension reform, the water bill being sponsored by Senator Simmons, and also a water
bill being presented by Representative Mayfield relating to surcharges applied to utilities customers in
unincorporated areas. She advised she will keep the Commission updated as she receives new
information.
Mayor Charlene Glancy — Seat No. 5:
Stated that the recent jazz concert was fantastic and commended staff for a job well done.
Shared that she had led a tour of the City Hall complex for a local Girl Scout Troop and thanked all
the staff members who participated and presented information to the girls.
Addressed Mr. Elliott who had spoken during the meeting regarding naming of the Red Bug
Road/State Road 436 flyover, advising him that the flyover was a county project, so the City would
most likely not be able to accommodate his request. She thanked him for his enthusiasm about the
City and for attending the meeting, and suggested he may want to talk with staff about how to present
his suggestion to the appropriate agency.
Commissioner Solomon added that the jazz concert was a great event and she had inadvertently left it out of
her report but wanted to thank all who were involved.
