Resolution 14-2585 — Classification and Compensation Stud <br />The City Clerk read Resolution 14-2585 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />TO ACCEPT THE NOVEMBER 2013 CLASSIFICATION AND COMPENSATION STUDY, AND <br />DIRECT IMPLEMENTATION OF ITS RECOMMENDATIONS TO INCLUDE AMENDING <br />APPENDIX A OF THE CITY OF CASSELBERRY FISCAL YEAR 2014 BUDGET; PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Human Resources and Special Risk Manager Andy Brooks gave an overview of <br />Resolution 14-2585, explaining that the City has specific goals that are established relating to its workforce and <br />employee compensation. He stated that these goals were to ensure fair and consistent pay practices; comply <br />with applicable federal and state laws and regulations; operate within the constraints of the city's budgetary <br />and financial limitations; to ensure administrative efficiency; and to allow the City to offer competitive wages <br />relative to the internal and external labor markets. Mr. Brooks explained that the Classification and <br />Compensation Study which was being presented for Commission consideration had been conducted in the <br />following five phases: Planning; Data Collection; Pay Grade Structure Development; Evaluation and <br />Implementation Design; and Evaluation. He then detailed the methodology used for each phase, the key <br />findings of the study, and staff recommendations based on the findings. He noted that the recommendations <br />included the following: Proposed Pay Structure; Initial Hire Compensation; Compensation Adjustments <br />Resulting from Employment Change; Other Compensation Adjustments; Compensation Policies and <br />Standards; and Implementation of Pay Grade Structure and Standards. <br />Discussion: A lengthy discussion ensued regarding the scoring and rating system in the proposed pay grade <br />structure and hiring compensation; possible effect of recent promotions on the proposed adjustments resulting <br />from the study; equity of adjustments; confinnation that no salaries would be reduced; implementation date; <br />research methods for gathering of the market data; flexibility relating to the factors, weights and distribution of <br />points; ongoing maintenance and future evaluation of the proposed plan; and the review and appeals process. <br />Budget Impact: Salary increases affecting some employees have been measured and matched to savings <br />identified from position vacancies and other operating budget lines for each department. Approval of <br />Resolution 14-2585 and implementation of salary adjustments will not change the overall City Budget. <br />Recommendation: The City Manager recommended approval of Resolution 14-2585. <br />Commissioner Aramendia left the Commission Chambers at 5:14 p.m. <br />Audience Participation: The following individuals came forward to address Resolution 14-2585: <br />
