CASSELBERRY CITY COMMISSION <br />Minutes of April 14, 2014— Regular Meeting <br />Page 12 of 19 <br />reviewed the proposed zoning change at its March 12, 2014 meeting and voted to recommend approval of the <br />re -zoning with the following recommended changes/findings: <br />1. Independent Living parking space requirement should be 1 space per bed. <br />2. Staff should ensure the City gets equitable use and value from the parks and the funds being <br />transferred. <br />3. The 5`1' and 6`1' stories should be stricken from the table under ") Site" so the building is <br />limited to 4 stories; and <br />4. That "B Site (1)" shall require that any fence, wall or supporting wall shall be brick— chain <br />link is not allowed. <br />Mr. Sorensen stated that, if approved on first reading, the ordinance would be advertised for public hearing for <br />second reading and adoption at the May 12, 2014 City Commission meeting. <br />Discussion: A brief discussion ensued regarding signage; effect of any future change in the for profit status of <br />the facility on the requirements on usage of the park areas; state regulations for the facility; and the restrictions <br />proposed by the Planning and Zoning Commission. <br />Audience participation: No one came forward to address Ordinance 14-1406. <br />MOTION: Commissioner Solomon moved to approve Ordinance 14-1406 on first reading, <br />as presented. Motion was seconded by Vice Mayor Hufford. <br />Discussion: A brief discussion ensued regarding additional language which should be included in the motion <br />referencing changes to the agreement mentioned in Section 2 (A) (5) and incorporation of the changes <br />recommended by the Planning and Zoning Commission that the height of the building should be limited to four <br />(4) stories, and any fence, wall or supporting wall should be brick — chain link is not allowed. <br />AMENDED MOTION: Commissioner Solomon moved to approve Ordinance 14-1406 <br />on first reading, as amended as follows: include changes to <br />Section 2 (A) (5) to include more specificity in the language <br />pertaining to the approved agreement between the City and the <br />Developer; amend the table in Section B to restrict the building <br />height to no more than four (4) stories; and amend Section <br />(13)(1) to reflect that any fence, wall, or supporting wall shall be <br />brick — chain link is not allowed. Motion was seconded by <br />Commissioner Aramendia. Amended Motion carried <br />unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />No items were scheduled on this agenda. <br />
