CASSELBERRY CITY COMMISSION <br />Minutes of April 14, 2014 — Regular Meeting <br />Page 11 of 19 <br />3. It will improve the economic development of the area and will increase property values. <br />He further advised that since the affected properties consisted of fewer than 10 acres it was considered a small <br />scale map amendment and only one public hearing was required. He added that, if approved on first reading, <br />the Ordinance would be advertised for public hearing for second reading and adoption at the May 12, 2014 <br />City Commission meeting. <br />Discussion: In response to questions from the Commission, Mr. Sorensen advised that the vote for approval at <br />the Planning and Zoning Commission meeting had been 4-2 and that the concerns expressed by the dissenting <br />voters was a desire for equity in value, as the applicant would be using the City's properties to achieve open <br />space needs and density requirements. He advised that no citizens had spoken in opposition to the amendment. <br />There was additional brief discussion about height restrictions and density requirements for the project. <br />Budget Impact: There is no impact to the City Budget. <br />Audience participation: No one carne forward to address Ordinance 14-1405. <br />MOTION: Commissioner Solomon moved to approve Ordinance 14-1405 on first reading, <br />as presented. Motion was seconded by Vice Mayor Hufford. Motion carried <br />unanimously by voice vote 5-0. <br />B. Ordinance 14-1406 — Ainendrnents to the Official Zoning Mw for Properties Located <br />in the Vicinity of Seminola Boulevard and Button Road (ZB 14-01) <br />The City Clerk read Ordinance 14-1406 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE IV, SECTION 2-4.3, <br />UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, <br />FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING THE ZONING <br />CLASSIFICATION OF PRD (PLANNED RESIDENTIAL DEVELOPMENT) FOR THOSE <br />PARCELS DESCRIBED IN SECTION 1 OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, CODIFICATION AND AN EFFECTIVE DATE." <br />Presentation: Planner Jason Sorensen gave a brief overview of Ordinance 14-1406, explaining that this was <br />the re -zoning request for the same properties addressed in the future land use change in Ordinance 14-1405. <br />He stated that, if approved, Ordinance 14-1406 would amend the City's Official Zoning Map for parcels of <br />land located east of the Seminola Boulevard and Button Road intellection to PRD (Planned Residential <br />Development). He then detailed regulations which would be adopted for this PRD if approved, including <br />ADA standards; uses; number of dwelling units; minimum living and common areas; use of City's property; <br />retention needs; and landscaping, parking and access requirements. <br />Mr. Sorensen advised that notification of the proposed amendment had been provided to all property owners <br />within 300 feet by mailing and posting of the property, and a notice of public hearing had been advertised in <br />the Orlando Sentinel on December 19, 2013.
