CASSELBERRY CITY COMMISSION <br />Minutes of May 10, 2021 — Regular Meeting <br />Page 9 of 12 <br />looking at old data relating to citizens' possible interest in live streaming the meetings, and <br />stated she felt it was very important for people to be involved with the City and for there to be <br />more communication between the City and its citizens. <br />2. Ms. Emily Orey refused to provide her address but stated she was a Casselberry resident. She <br />stated she appreciated that the City Commission was allowing discussion relating to live <br />streaming of the meetings, however she disagreed with the statements made that this was not <br />an urgent matter and questioned why, if it was a matter of funding, it was not being addressed <br />prior to upcoming budget proceedings. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />A. Procurement Information Report for the Period April 1, through April 30, 2021 <br />Mr. Newlon advised that the Procurement Information Report for the month of April 2021 was contained <br />in the Commissioners' agenda packets for review. He noted that the report contained information about <br />minor contracts that were issued under delegated authority of staff during this period. <br />Gave an update on COVID-19, including Governor DeSantis' recent Executive Order which <br />removed the authority from local governments to mandate the use of masks and social <br />distancing. He advised that the State of Emergency is still in place, however, as well as the <br />guidelines from the CDC (Centers for Disease Control). As a result of these changes, <br />businesses are no longer mandated to follow any social distancing or mask guidelines. The <br />City of Casselberry is no longer mandating these precautionary measures, but strongly urges <br />visitors to City Hall to follow the CDC guidelines to protect themselves. Staff has been directed <br />to continue following the same procedures they have been, which is to social distance and to <br />wear masks while at work. These guidelines will be modified as the CDC modifies theirs to <br />become more liberal. He added that as long as the State of Emergency remains in place, the <br />City would continue to follow those guidelines even though changes will be noticeable in the <br />public areas. <br />Closing on the purchase of property on North Winter Park Drive that was approved by the City <br />Commission in April and is for the purpose of stormwater improvements is scheduled for May <br />14t" <br />The City has been earmarked to obtain access to $12,000,000 in funding through the American <br />Recovery Act, and research is currently underway to determine how those funds can be used <br />once received. Mr. Newlon stated he has learned so far that shoring up of pension plans is not <br />one of the allowable uses, but infrastructure improvements such as water, sewer and stormwater <br />have been confirmed to be eligible expenditures for the funding. <br />Negotiations for the acquisition of the Brightwater property from the Estate of John Casselberry <br />are still underway and it is very likely that a contract will be presented for Commission <br />consideration at the June 14th regular meeting. <br />
