CASSELBERRY CITY COMMISSION <br />Minutes of May 10, 2021 — Regular Meeting <br />Page 8 of 12 <br />regarding this item: <br />Mr. John Classe, Chair of the Geneva School building committee stated he was present to <br />represent the school and to answer any questions the City Commission may have. <br />No one else carne forward. <br />MOTION: Commissioner Aramendia moved to approve the site plan for the Geneva <br />School Phase 3 development (SPR 21-01) subject to the four conditions, as <br />presented. Motion was seconded by Vice Mayor Busch. Motion carried <br />unanimously by voice vote 4-0. <br />B. Appointment of Seminole County Public Schools Impact Fee Citizens Advisory <br />Group Representative <br />Staff Presentation: City Clerk Donna Gardner explained that Seminole County Ordinance 2018-01 <br />requires that the Education System Impact Fee Study be evaluated and updated every three years. The City <br />has been requested to provide a citizen member for the upcoming Citizens Advisory Group which will assist <br />the School Board in reviewing the update of the 2017 Education System Impact Fee Study. The group has <br />had one meeting and it is anticipated that there will be one meeting in May and another in June, if necessary. <br />Three applications were received by the deadline; however, one was ineligible, as he was not a resident of <br />the City. She advised that the two eligible applicants were Ms. Penny Seater and Ms. Tiffany Wrigley, and <br />that their applications had been provided to the Commissioners via email and also distributed by hard copy <br />this afternoon prior to the meeting. <br />MOTION: Commissioner Aramendia moved to appoint Ms. Penny Seater as the City's <br />representative to the Seminole County Public Schools Impact Fee Citizens <br />Advisory Group. Motion was seconded by Commissioner Meadows. <br />Discussion: A brief discussion ensued amongst the Commissioners about the purpose of the advisory group, <br />and the importance of ensuring that impact fees are used for their intended purpose, during which <br />Commissioner Aramendia shared information about Ms. Seater's experience as Executive Director for <br />Habitat for Humanity of Seminole County and Greater Apopka and why he felt she was qualified to serve in <br />this capacity. <br />Motion carried unanimously by voice vote 4-0. <br />13. CITIZENS' COMMENTS <br />Mayor Henson announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules of <br />decorum. The following individuals came forward: <br />1. Ms. Rhonda Ovist, 220 South Embrey Drive, expressed concerns about the Commission <br />
