CASSELBERRY CITY COMMISSION <br />Minutes of March 8, 2021 — Regular Meeting <br />Page 8 of 19 <br />Casselberry on August 24, 2020, and the applicant is requesting the amendment to the Official Zoning Map <br />to establish City zoning entitlements to the subject properties. Notification was provided to the surrounding <br />property owners within 500 feet on January 26, 2021, and written notices for the Official Zoning Map <br />amendment were posted on the subject properties on January 20, 2021. The Planning and Zoning <br />Commission, serving as the City's Local Planning Agency (LPA), voted at its meeting on February 10, <br />2021 to recommend approval of this item to the City Commission. The request to amend the Official <br />Zoning Map from Seminole County R-4 (Multiple -Family Dwelling) to City of Casselberry PRD (Planned <br />Residential District) for the subject properties is: consistent with the City's Comprehensive Plan and the <br />Medium Density Residential Future Land Use designation; compatible and consistent with the adjacent <br />land uses and zoning districts; and City water is available to the existing development on the site, but <br />sanitary sewer services are not currently available to the subject properties. However, hydraulic modeling <br />was conducted to determine potential connections for both the potable water and wastewater systems, to <br />ensure that the estimated future demand for water and sewer utilities can be accommodated. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 21-1551 on first reading. <br />Audience Participation: No one came forward to address Ordinance 21-1551. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 21-1551 on first <br />reading, as presented. Motion was seconded by Vice Mayor Busch. Motion <br />carried unanimously by voice vote 5-0. <br />B. Ordinance 21-1552 — Amending the Official Zoning Designation for the Property <br />Located at 1391 State Road 436 (ZB 20-05) <br />The City Clerk read Ordinance 21-1552 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM CG (COMMERCIAL GENERAL) TO PMX-MID <br />(PLANNED MIXED-USE: MEDIUM RISE) FOR APPROXIMATELY 2.37 ACRES LOCATED AT <br />1391 STATE ROAD 436, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. <br />Staff Presentation: Planner II Christina Hyson stated that Ordinance 21-1552 amends the official zoning <br />designation for one (1) parcel approximately 2.37 acres in size and located at 1391 State Road 436 from <br />CG (Commercial General) to PMX-MID (Planned Mixed -Use: Medium Rise). Notification was provided <br />to the surrounding property owners within 500 feet on January 25, 2021, and written notices for the Official <br />Zoning Map amendment were posted on the subject property on January 20, 2021.
