CASSCLBGRRY CITY COMMISSION <br />Minutes of September 24, 2018 — Regular Meeting <br />Page 11 of 14 <br />Revise the application to remove redundancies, streamline the application process, and <br />remove outdated language. <br />Staff is considering an internal policy for processing the City's neighborhood districts, which were the <br />groups previously allowed to apply for the Neighborhood Empowerment Grant. Those projects would then <br />receive funding through various programs staff is hoping to put into place. If the requested amendments <br />are approved by the City Commission, grant applications will be available October 1, 2018 to allow <br />additional time for residents to apply and for staff to provide grant information and workshops for the <br />residents. <br />In response to questions from the City Commission, Ms. Hanna explained the following: homeowners' <br />associations would still be eligible to apply under the Neighborhood Beautification Grant; applications <br />would be due in mid-February to allow staff time for internal scoring of the applications and to prepare for <br />presentation of the final list of proposed grant recipients for City Commission approval; marketing of the <br />grant programs would consist of inserts in the utility bills, posting of flyers at City Hall and various park <br />buildings, workshops, and utilizing the City's website, Facebook page and the City's newsletter, the <br />Casselberry Quarterly. <br />Budget Impact: The grant program is limited to an overall amount of $50,000, which has been provided <br />within the FY 2019 adopted operating budget. There is no additional impact to the City budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Casselber7y's Neighborhood Improvement Grant Program for FY 2019. <br />Audience Participation: No one came forward to address this item <br />MOTION: Commissioner Solomon moved to approve the Casselberry Neighborhood <br />Improvement Grant Program for FY 2019, as presented. Motion was <br />seconded by Commissioner Hufford. <br />Discussion: A brief discussion ensued including expressions of concern about whether the proposed <br />changes would actually have the desired impact for additional applicants and new projects city-wide; <br />expressions of support for the program and urging of staff to continue to review, evaluate and revise the <br />program for the purpose of incentivizing residents to invest in their properties and improve the City's <br />housing stock; and examples of positive feedback received from grant recipients and from residents who <br />had observed the improvements made through the grant program. <br />Motion carried unanimously by voice vote 4-0. <br />B. Board Appointments — Lakes Management Advisory Board <br />City Clerk Donna Gardner advised that two (2) vacancies had recently occurred on the Lakes Management <br />Advisory Board due to resignations of two members, Paul Blais and Brad Gonzalez. She advised that the <br />unexpired terms would be effective to January 31, 2019 and there were five applications from residents to <br />be considered for appointment to the two vacant positions, including Mr. Ron Bryan, Mr. Gregory Case, <br />Mr. Felix Kreskey, Mr. Lawrence McCarthy and Mr. Henry Wigglesworth.
