CASSELBERRY CITY COMMISSION <br />Minutes of February 22, 2021 — Regular Meeting <br />Page 7 of 14 <br />Discussion: Discussion ensued which included: past discussions regarding livestreaming the meetings; <br />ADA (Americans with Disabilities Act) compliance issues; what methods other cities are using to provide <br />this type of accessibility to their meetings; possible discussion of the issue as part of the Pre -Budget <br />Planning Workshop on Wednesday, February 24"'; potential cost of providing livestreaming of the <br />meetings; pros and cons of different platforms that could be used to provide livestreaming services; <br />potential liability for the City if livestreaming is not ADA (Americans with Disabilities Act) compliant; and <br />feasibility of providing this service, including how many residents would avail themselves of it. City Clerk <br />Donna Gardner advised she would be able to provide some information on livestreaming at the Pre -Budget <br />Planning Workshop on February 24". She noted that there were currently only a couple of cities in <br />Seminole County that were actually livestreaming their meetings, and none were ADA compliant. Mr. <br />Newlon added that it would not be possible to have a resolution to the issue by the day of the workshop and <br />staff was working on getting additional information for the City Commission to consider. He stated that <br />research time was needed, and when all the research was completed, it could be brought to the City <br />Commission for further discussion and action if warranted by results of the research. <br />No other future agenda items were suggested. <br />B. Municipal Advisory Committee (Metroplan) Report <br />No report. <br />C. Council of Local Governments in Seminole County (CALNO) Report <br />Commissioner Aramendia had no report but advised that the City of Casselberry would be hosting the April <br />meeting. <br />D. Leadership Seminole Board Report <br />No report. <br />E. Mayors/Managers Group Report <br />Mayor Henson advised the City of Casselberry had hosted a Zoom meeting of the group on Tuesday, <br />February 16" and discussions had focused on the Interlocal Agreement between the cities, Seminole <br />County, and the School Board. City Manager Newlon explained that there was an Interlocal Agreement in <br />effect between the cities, the School Board and the County relating to the use of School Board facilities, <br />mostly for purposes of redistricting when necessary, as a result of increases in student capacity due to new <br />development. He noted that there are two committees that exist for purposes of making recommendations, <br />one made up of staff from each of the local governments and the School Board, and one made up of elected <br />officials. He noted that Commissioner Meadows was the City's representative to that committee. He added <br />that there had been several amendments to the Interlocal Agreement over time, and he anticipates that a <br />new Amended Agreement will be brought to the City Commission for consideration at a future date. <br />
