CASSELBERRY CITY COMMISSION <br />Minutes of April 12, 2021 — Regular Meeting <br />Page 8 of 15 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM SEMINOLE COUNTY R-4 (MULTIPLE -FAMILY <br />DWELLING) TO CITY OF CASSELBERRY PRD (PLANNED RESIDENTIAL DISTRICT) FOR <br />APPROXIMATELY 21.41 ACRES LOCATED AT 3110 HOWELL BRANCH ROAD AND 3128 <br />ORAVA LANE, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 21-1551 <br />was advertised in the Orlando Sentinel on Thursday, April 1, 2021. <br />Staff Presentation: Planner II Christina Hyson stated that Ordinance 20-1551 and the associated PUD <br />(Planned Unit Development) Agreement amend the official zoning designation for two (2) parcels located <br />at 3110 Howell Branch Road and 3128 Orava Lane from Seminole County R-4 (Multiple -Family Dwelling) <br />to City of Casselberry PRD (Planned Residential District). The subject area consists of two (2) parcels <br />totaling approximately 21.41 acres near the southwest corner of the intersection of Howell Branch Road <br />and Jergo Road. The subject properties were annexed into the City of Casselberry on August 24, 2020 and <br />the applicant is requesting the amendment to the Official Zoning Map to establish City zoning entitlements <br />to the subject properties. The proposed PUD Agreement is included as Attachment B to Ordinance 21- <br />1551 and will be executed upon adoption of the ordinance. Notification was provided to the surrounding <br />property owners within 500 feet on January 26, 2021, and written notices for the Official Zoning Map <br />amendment were posted on the subject properties on January 20, 2021. The City's Development Review <br />Committee (DRC) approved the concept plan for ZB 20-03 on December 17, 2020. The Planning and <br />Zoning Commission, serving as the City's Local Planning Agency (LPA), voted at its meeting on February <br />10, 2021 to recommend approval of this item to the City Commission. Ms. Hyson advised that there had <br />been some minor changes to the ordinance and PUD Agreement since approval on first reading which <br />included updating the concept plan to be a higher quality image so that it will be clearer when it's recorded. <br />The request to amend the Official Zoning Map from Seminole County R-4 (Multiple -Family Dwelling) to <br />City of Casselberry PRD (Planned Residential District) for the subject properties is: consistent with the <br />City's Comprehensive Plan and the Medium Density Residential Future Land Use designation; compatible <br />and consistent with the adjacent land uses and zoning districts; and City water is available to the existing <br />development on the site, but sanitary sewer services are not currently available to the subject properties. <br />However, hydraulic modeling was conducted to determine potential connections for both the potable water <br />and wastewater systems, to ensure that the estimated future demand for water and sewer utilities can be <br />accommodated. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 21-1551 on second and final reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 21-1551. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 21-1551. Mayor Henson closed the public hearing relative to <br />Ordinance 21-1551. <br />
