CASSELBERRY CITY COMMISSION <br />Minutes of April l2, 2021 — Regular Meeting <br />Page 7 of 15 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM CG (COMMERCIAL GENERAL) TO PMX-MID <br />(PLANNED MIXED-USE: MEDIUM RISE) FOR TWO PARCELS GENERALLY LOCATED <br />NEAR THE INTERSECTION OF SR 436 AND LAMPLITE WAY, ONE OF WHICH IS AT 380 SR <br />436 AND LAMPLITE WAY, ONE OF WHICH IS AT 380 SR 436, TOTALING <br />APPROXIMATELY 1.04 ACRES, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Planner II Christina Hyson stated that Ordinance 21-1553 and the associated PUD <br />(Planned Unit Development) Agreement amend the official zoning designation for two (2) parcels generally <br />located northwest of State Road 436 and Lamplite Way from CG (Commercial General) to PMX-MID <br />(Planned Mixed -Use: Medium Rise). Notification was provided to the surrounding property owners within <br />500 feet on February 22, 2021, and written notices for the Official Zoning Map amendment were posted on <br />the subject properties on February 24, 2021. The City's Development Review Committee (DRC) approved <br />the concept plan for ZB 20-06 on January 21, 2021. The Planning and Zoning Commission, serving as the <br />City's Local Planning Agency (LPA), voted to recommend approval of Ordinance 21-1553 to the City <br />Commission at its meeting on March 10, 2021, with a 6-0-1 vote, with one member abstaining from voting <br />citing Florida Statute 286.012. The request to amend the Official Zoning Map from CG (Commercial <br />General) to PMX-MID (Planned Mixed -Use: Medium Rise) for the subject properties is: consistent with <br />the City's Comprehensive Plan and the Major Thoroughfare Mixed -Use Future Land Use designation; <br />compatible and consistent with the adjacent land uses and zoning districts; and connection for City water <br />and sanitary sewer services are available to the subject properties. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 21-1553 on first reading. <br />Audience Participation: No one came forward to address Ordinance 21-1553. <br />MOTION: Vice Mayor Busch moved to approve Ordinance 21-1553 on first reading, as <br />presented. Motion was seconded by Commissioner Albritton. Motion carried <br />unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />A.
