CASSELBERRY CITY COMMISSION <br />Minutes of April 12, 2021 — Regular Meeting <br />Page 12 of 15 <br />Budget Impact: Approval to award SOQ-2021-0714 and the Contract Agreement will increase the General <br />Fund Building Improvements Account #001-0610-521.62-25 and Other Non -Operating Sources Account <br />#001-0000-389.90-00 in the amount of $94,403.00. The construction cost for the Project, or GMP <br />(Guaranteed Maximum Price) will be negotiated at a later date following pre -construction design, at which <br />time a Supplemental Agreement for Construction Services and a separate Budget Amendment for the cost <br />of the GMP will be brought to City Commission. <br />BA #21-031 <br />Explanation of Request: This item seeks City Commission approval to provide funding for the New <br />Police Station Preconstruction Services with Clancy & Theys in the amount of $94,403. <br />Account Number Account Description Amount <br />Increase: <br />001-0610-521.62-25 Building Improvements $94,403 <br />001-0000-389.90-00 Other Non -Operating Source $94,403 <br />Recommendation: The City Manager, the Police Chief, the Deputy Police Chief and the Community <br />Development Director recommended approval to award SOQ-2021-0714 and the Contract Agreement for <br />Construction Manager at Risk for the Police Department Complex to Clancy & Theys Construction <br />Company, Inc. and approval of related Budget Amendment #21-031 in the amount of $94,403.00. <br />Audience Participation: No one came forward to address the City Commission regarding this item <br />MOTION: Commissioner Aramendia moved to approve award of SOQ-2021-0714 and the <br />Contract Agreement for Construction Manager at Risk for the Police <br />Department Complex to Clancy & Theys Construction, Inc., and related Budget <br />Amendment #21-031 in the amount of $94,403.00, as presented. Motion was <br />seconded by Vice Mayor Busch. Motion carried unanimously by voice vote 5- <br />0. <br />D. Preliminary Action Regarding Development Agreement Request to Rezone <br />Summerloch Green <br />Staff Presentation: Planner II Christina Hyson stated preliminary action by the City Commission <br />regarding a request to enter into a Development Agreement to rezone the Summerloch Green property <br />(formerly known as Lake Kathryn Estates) located at 999 Mango Drive, is requested. She explained that <br />this item was before the City Commission based on a written request for the City Commission to review a <br />proposal for a Development Agreement to rezone the Summerloch Green property, an existing mobile home <br />park within the City of Casselberry consisting of approximately 94 acres. It was annexed into the City in <br />1991 and in 2010 the City adopted a Future Land Use Designation of Medium Density Residential; <br />however, a zoning district was never adopted for this site and it still maintains a Seminole County zoning <br />designation. The applicant has submitted a written request to enter into a Development Agreement with <br />the City for the rezoning of the subject property. In August of 2020 the City Commission adopted an <br />ordinance creating a process for existing mobile home parks to rezone to RMHP (Residential Mobile Home <br />
