She suggested the City should consider live streaming its meetings to accommodate its <br />working citizens and those who could not attend in person due to health concerns. She also <br />expressed her opinion that public comment emails sent to the City Commission should be read <br />into the record at the meetings, and that citizens speaking at the meetings should be allowed to <br />provide their addresses privately for safety reasons. <br />City Attorney Reischmann addressed Ms. Orey's comments by stating that the City Commission had <br />adopted rules regarding interested persons who provided email comments or other evidence they wished to <br />present during the COVID-19 pandemic. Those rules provide that all of those comments are given to the <br />City Commission and staff if received timely, and if the comments relate to a quasi-judicial matter they <br />would be read into the record; however, if not, they would just be given to the City Commission and staff <br />to read but would not be presented at the City Commission meeting. <br />13. CITIZENS' COMMENTS <br />Citizen comments normally made under this Agenda item relating to any matter not on the agenda were <br />included in the Audience Participation portion of the immediately preceding Agenda Item 12.C. — <br />Discussion Regarding Possible Creation of a Community Forum. <br />14. CITY MANAGER'S REPORT <br />Thanked the City Commission for their deliberation on tonight's agenda items, and noted the <br />City had several ambitious projects underway, including the $16 million renovation of the <br />Public Works compound and the $24 million parks improvements projects. <br />Stated he was looking forward to the groundbreaking for the Public Works Compound project <br />on February l Ott' <br />Addressed Ms. Lawrence's comments regarding issues with her request for an adjustment to <br />her utility bill due to excess charges caused by pool work. He stated he felt there had been <br />some communication issues in getting the problem resolved and the process had not been as <br />seamless as it might have been, but it appeared that the issue had now been resolved. He noted <br />that the City now has in place two methods for adjustments to utility bills to provide some relief <br />to customers depending on what the circumstances warrant which he felt were both generous <br />and flexible, but do require communication between both customer and staff. He stated he <br />would continue to encourage staff to be flexible and gracious in working with customers to <br />find solutions to these types of issues. <br />15.
