CASSELBERRY CITY COMMISSION <br />Minutes of February 8, 2021 — Regular Meeting <br />Page 12 of 15 <br />participating at any given time. It was noted that some community leaders had expressed an interest in <br />assisting with facilitation of the community forum process, and it was agreed that Vice Mayor Busch would <br />look into how the logistics of such a program could be set up on a trial basis. City Clerk Donna Gardner <br />explained that that due to the ongoing COVID-19 pandemic, the tentative plans for implementing a <br />Citizens' Academy would be to make the Academy virtual by creating a series of videos which would be <br />accessible to the general public and would provide information on how the City works, State of Florida <br />laws governing the City such as the Sunshine Laws and public records laws, opportunities for service on <br />the City's advisory boards, and could also address topics suggested by citizens. City Attorney Katie <br />Reischmann clarified that the proposed "Coffee with a Commissioner" would be simply an opportunity for <br />citizens to get to know their Commissioners and have a discussion with them, but the Commissioners would <br />be providing their own insights and would not be speaking on behalf of the City as a whole as to policies <br />or any issues that would come before the Commission for consideration. <br />Audience Participation: The following individuals came forward: <br />1. Ms. Emily Orey, no address given, spoke in favor of the creation of a community forum, and <br />continuing efforts to educate the citizens about the City and increase communication between <br />the citizens and the City Commission. <br />2. Ms. Rhonda Ovist, 220 South Embrey Drive, spoke in favor of creating a community forum to <br />increase communication between the City and its residents, and urged the City Commission to <br />have a regular schedule for the meetings with Commissioners to make it easier for citizens to <br />follow what was going on and to participate. <br />3. Ms. Becky Lawrence, 505 Doheny Way, shared information regarding an unpleasant <br />experience she had with the City's utility customer service staff relating to a request for an <br />adjustment to her utility bill due to a spike caused by work on her pool. <br />4. Ms. Lynn Moira Dictor, 3811 Wimbledon Drive, Lake Mary, expressed appreciation for the <br />Commission's passing of Resolution 21-3222 condemning the violence at the Capitol on <br />January 6"' and violent speech, but stated she did not feel the City Commission had taken <br />enough action relating to what she felt were inflammatory and incendiary comments made by <br />Vice Mayor Busch the day prior to the violence at the Capitol. <br />Mayor Henson stated that the City Commission had taken the action it had based on direction from the City <br />Attorney as to what was appropriate, and added he felt the proposed virtual Citizens' Academy and <br />community forum might be helpful in educating citizens on what was allowed under the City's Charter and <br />state law and what restrictions the City Commission was bound by under certain circumstances. <br />5. Ms. Sandy Morton, 1651 Avalon Boulevard, expressed disappointment that the issues brought <br />up at the last City Commission meeting had again been brought up at this meeting. She also <br />suggested that all electronic devices should be shut off during City Commission meetings and <br />inquired why someone who was not a City of Casselberry resident was allowed to speak to <br />City of Casselberry issues. <br />Mayor Henson explained that the City Commission meeting was a public meeting and anyone who wished <br />to do so was allowed to speak their opinions. <br />Ms. Emily Orey, no address given, expressed concerns about what she perceived to be a <br />disconnect between City government and the City's residents, and about the 5:30 p.m. meeting <br />
