CASSCLBGRRY CITY COMMISSION <br />Minutes of January 11, 2021 — Regular Meeting <br />Page 8 of 14 <br />Project) in a total amount not to exceed $1,615,107, inclusive of a local match not to exceed $807,553.50. <br />For efficiency and cost effectiveness, the City has integrated proposed water and sewer utility <br />improvements into this project as well which include extension of the City's sanitary sewer system so that <br />several lakeside lots can potentially be switched from septic tanks to sanitary sewer, which may help reduce <br />pollutant loads to Lake Kathryn and downstream water bodies. The Florida Department of Environmental <br />Protection has awarded the City over $807,000 to go towards these utility improvements and the bulls of <br />the complete street component will be funded by sales tax. The grant requires that the work be completed <br />by 2022 which staff feels is achievable. The intent is to wrap up design of the project in summer of 202land <br />release it for construction at the end of the year. The Commission commended staff for seeking out and <br />obtaining the grant which should alleviate some of the financial burden on residents switching from septic <br />to the City's sanitary sewer system. Dr. Brock also expressed appreciation to the City's consultants, CPH, <br />Inc. for getting the grant package together quickly to meet the deadline for submission which allowed for <br />the awarding of funds sooner than was expected. <br />Budget Impact: There is no immediate impact to the City Budget, but a 50150 local match up to <br />$807,553.50 is required. After FDEP (Florida Department of Environmental Protection) has executed the <br />Agreement, future Budget Amendment(s) will be brought before the City Commission to recognize <br />revenue, allocate local match funds, and establish additional expenditure account(s) as needed. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 21-3218. <br />Audience Participation: No one came forward to address Resolution 21-3218. <br />MOTION: Commissioner Aramendia moved to approve Resolution 21-3218, as presented. <br />Motion was seconded by Vice Mayor Busch. Motion carried unanimously by <br />voice vote 5-0. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 21-1547 — Amending Chapter 86, Utilities, Article III, Division 2 <br />Section 86-192 — Adjustments of Water and Sewer Bills of the City Code of <br />Ordinance. <br />The City Clerk read Ordinance 21-1547 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SUBSECTION <br />(D)(2)(a) OF SECTION 86-192, "ADJUSTMENTS OF WATER AND SEWER BILLS" OF <br />CHAPTER 86, UTILITIES, ARTICLE III, DIVISION 2 — RATES AND CHARGES, TO BETTER <br />DESCRIBE THE ADJUSTMENTS TO THE CUSTOMERS' BILLS; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: Ordinance 21-1547 amends Chapter 86, Utilities, Article III, Division 2, Section 86- <br />192(d), Subsection 2(a) — Adjustments of Water and Sewer Bills of the City Code of Ordinances.
