He <br />advised that there would be significant public engagement during this study at multiple points which would <br />include workshops and possibly a virtual walking audit; it would come before the City Commission multiple <br />times; and would also go before the MetroPlan Orlando Board toward the conclusion of the project. He <br />estimated it would take a little over two years to complete and advised that MetroPlan Orlando had just <br />passed in its new 2045 Metropolitan Transportation Plan significant funding for the Winter Park Drive <br />project over the next 5-10 years so there was a lot of potential to actually start building improvements <br />shortly after the study is completed. In response to a question from the City Commission, Dr. Brock advised <br />that Fehr and Peers was just finding its way into the Florida market, so was not a consultant that the City <br />had worked with before. <br />Budget Impact: Budget Amendment #21-016 will increase General Fund Other Federal <br />Grants/FDOT/LAP WP Drive St. Improvement account #001-0710-539.31-03 to recognize the $300,000 <br />in revenue from the executed LAP Agreement and provide sufficient funding to cover the cost of the Study. <br />BA #21-016 <br />Explanation of Request: This budget amendment seeks City Commission approval to recognize the Local <br />Agency Program Agreement with Florida Department of Transportation for Winter Park Drive Complete <br />Street and Concept Development Study in the amount of $300,000. <br />Account Number Account Description Amount <br />Increase: <br />001-0710-539.31-03 FDOT — LAP Agreement $300,000 <br />001-0000-331.90-15 FDOT — LAP Agreement $300,000 <br />Recommendation: The City Manager and the Public Works Director recommended approval of an <br />Agreement with Fehr and Peers for the Winter Park Drive Complete Street and Concept Development Study <br />(Project PW 2020) in the amount not to exceed $299,889.45 and related Budget Amendment #21-016. <br />Audience Participation: No one came forward to address the Commission regarding this item <br />MOTION: Commissioner Aramendia moved to approve an Agreement with Fehr and <br />Peers for the Winter Park Drive Complete Street and Concept Development <br />Study (Project PW 2020) in the amount not to exceed $299,889.45 and related <br />Budget Amendment #21-016, as presented. Motion was seconded by Vice <br />Mayor Busch. Motion carried unanimously by voice vote 5-0. <br />13.
