CASSELBERRY CITY COMMISSION <br />Minutes of November 16, 2020 — Regular Meeting <br />Page 18 of 22 <br />comes up, but mostly responding to RFI's (Requests for Information), and that Bentley would be with the <br />project all the way through closeout. He noted that the amount of $229,881.01 was approximately 2% of <br />the total construction cost, which was low, as typically these services are 5-6% of construction costs. In <br />response to questions from the City Commission, Mr. Kranston advised that typically responses to RFI's <br />are made within three (3) days, and if there was something that required discussion amongst the team, they <br />would reach out to other team members such as Wharton -Smith to get the issues resolved. He noted that <br />in the industry, shop drawings would take approximately 10 business days, but Bentley's standard practice <br />was to turn it around in 2-4 days. Mr. Gisclar added that one of the reasons Bentley had been chosen as the <br />architect for the project was because they were located in Longwood, and it was beneficial to have someone <br />close who could respond quickly to any issues that arose. He added that Wharton -Smith was also local, <br />and that would benefit the City, as well. <br />Budget Impact: Sufficient funds were budgeted in the FY21 adopted budget in several Capital <br />Improvement Fund Building Improvement accounts and Debt Proceeds account #305-0000-384.00-00. <br />The funding of the debt proceeds is addressed in a different agenda item on this Commission agenda. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Change <br />Order No. 3 to the Agreement with Bentley Architects + Engineers, Inc. for Design Services for the Public <br />Works Department Complex to provide post design services in the additional amount of $229,881.01. <br />Audience Participation: No one came forward to address the Commission regarding this item <br />MOTION: Commissioner Aramendia moved to approve Change Order No. 3 to the <br />Agreement with Bentley Architects + Engineers, Inc. for Design Services for <br />the Public Works Department Complex to provide post design services in the <br />additional amount of $229,881.01, as presented. Motion was seconded by <br />Commissioner Busch. Motion carried by voice vote 4-1, Commissioner <br />Albritton dissenting. <br />C. Appointment of Seminole County School District Public Schools Facilities <br />Planning Committee Representative <br />Staff Presentation: City Manager Randy Newlon stated that the appointment of a City of Casselberry <br />representative to the Seminole County School District Public Schools Facilities Planning Committee <br />(PSFPC) was requested due to Commissioner Bill Hufford's leaving the City Commission. Community <br />Development Director Chris Bowley gave a brief overview of the committee's makeup and purpose, which <br />was mainly deciding the policy for the interlocal agreement, addressing school concurrency issues and <br />facility planning such as new schools when student numbers increase due to development. He advised that <br />he was the City's representative to the Planning Technical Advisory Committee (PTAC), a subcommittee <br />to the PFSPC on the staff level. City Clerk Donna Gardner added that there was no set schedule for the <br />meetings; however, the meetings were typically morning meetings on a weekday. Commissioner Busch <br />stated lie would be willing to serve as the City's representative to the committee. <br />Budget Impact: There is no impact to the City Budget. <br />
