Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 20-1542. Mayor Henson closed the public hearing relative to <br />Ordinance 20-1542. <br />MOTION: Commissioner Aramendia moved to adopt Ordinance 20-1542 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />C. Second Reading of Ordinance 20-1543 — Annual Update of the City of Casselberry <br />Capital Improvement Program (LPA 20-12) <br />The City Clerk read Ordinance 20-1543 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO ADOPT THE FIVE- <br />YEAR CAPITAL IMPROVEMENT PROGRAM 2021-2025 AS PART OF THE CITY'S <br />COMPREHENSIVE PLAN IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER <br />163, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 20-1543 was advertised in <br />the Orlando Sentinel on Thursday, November 5, 2020. <br />Staff Presentation: Planner 11 Christina Hyson stated that Ordinance 20-1543 incorporates the updated <br />Five -Year Capital Improvement Program (2021-2025) in the Capital Improvements Element (CIE) of the <br />Comprehensive Plan, as required pursuant to Chapter 163.3177(3)(b), Florida Statutes. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 20-1543 on second and final reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 20-1543.
