CASSCLBERRY CITY COMMISSION <br />Minutes of December 14, 2020 — Regular Meeting <br />Page 16 of 22 <br />MOTION: Commissioner Aramendia moved to authorize a 3% salary increase for general <br />employees, effective January 1, 2021. Motion was seconded by Commissioner <br />Busch. <br />Administrative Services Director Andy Brooks requested that the City Commission consider changing the <br />effective date of the salary increase from January 1, 2021 to December 27, 2020 to align with the City's <br />pay period. <br />AMENDED MOTION: Commissioner Aramendia moved to authorize a 3% salary <br />increase for general employees, effective December 27, 2020. <br />Motion was seconded by Commissioner Busch. Motion <br />carried unanimously by voice vote 5-0. <br />B. City Manager Performance Evaluation Summary <br />Staff Presentation: Administrative Services Director Andy Brooks presented a brief summary of the <br />results of the City Manager evaluations for Fiscal Year 2020 (FY20), noting that the criteria and process <br />used were those approved by the City Commission in October of 2013 and which had been used since that <br />time. The Average Scores by Commissioner ranged from 4.2 (Above Standard) to 5.0 (Excellent), and the <br />Average Score by Category ranged from 4.4 to 4.9 (Above Standard). <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended review of his performance evaluation summary for <br />FY20. <br />Audience Participation: No one came forward to address this item. <br />Discussion: A brief discussion ensued regarding a possible salary increase based on the evaluation scores <br />received; the City Manager's current salary in comparison to City Managers in surrounding cities based on <br />a recent City Manager's salary survey; the difficulties faced by the City in the past year due to the COVID- <br />19 pandemic; and the City-wide increases for other staff for the upcoming fiscal year. The Commissioners <br />all expressed appreciation for Mr. Newlon's excellent performance in guiding the City through an extremely <br />difficult year and navigating the challenges presented by the COVID-19 pandemic, and for his ongoing <br />advocacy for all the City's employees. <br />MOTION: Commissioner Meadows moved to increase the City Manager's salary by 5%, <br />effective December 27, 2020. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />C. Site Plan Approval for the Belle Avenue Industrial Park (SPR 19-14) <br />Staff Presentation: Planner I Jonathan Tardif gave an overview of this item which is a request for approval <br />of the proposed site plan for development of the Belle Avenue Industrial Park at 1050 Belle Avenue. The <br />site plan is classified as a Development of Community Impact (DCI) and as such requires City Commission <br />
