CASSELBERRY CITY COMMISSION <br />Minutes of December 14, 2020 — Regular Meeting <br />Page 17 of 22 <br />approval. The proposed development includes construction of three (3) buildings totaling roughly 57,600 <br />square feet, as well as associated stormwater retention, landscaping, site lighting, pedestrian infrastructure, <br />and parking. The City's Development Review Committee (DRC) voted to conditionally approve the site <br />plan on October 15, 2020, and the Planning and Zoning Commission voted unanimously at its meeting on <br />November 18, 2020 to recommend approval of the site plan to the City Commission subject to the following <br />conditions: <br />1. The site plan approval shall be valid for one (1) year. An extension request may be submitted <br />prior to the expiration of this approval. <br />2. A tree bank payment of $94,733.33 shall be submitted to the City prior to the issuance of <br />building permits. <br />3. Provide copies of all local, regional, state, and federal permits for the project to the City prior <br />to commencement of development. <br />4. All of the above conditions shall be fully and faithfully executed, or the site plan shall become <br />null and void. <br />The property is zoned I (Industrial), which is consistent with the Industrial Future Land Use Map (FLUM) <br />designation, and meets all applicable zoning district regulations, including the proposed land uses, size and <br />dimension regulations, impervious surface/open space requirements, stormwater management, landscaping, <br />tree protection and off-street parking. In response to questions from the City Commission, Mr. Tardif <br />advised that: the condition relating to payment into the tree bank was due to the fact that there is a lot of <br />vegetation on the site and the landscape plans meet the City's regulations within the landscaping codes; <br />however, there was not room to fit the additional trees so payment into the tree bank was the mitigation <br />measure they are able to take. He also confirmed that the plans were for shell buildings and the units would <br />be leased and built to suit the needs of the lessees; the site was intended for light industrial trades; the <br />development name would be the Belle Avenue Industrial Park; and the site consisted of several parcels <br />which were combined and has now been re -platted into one parcel consisting of 5.71 acres. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of the site plan for the Belle Avenue Industrial Park (SPR 19-14) with the following conditions: <br />1. The site plan approval shall be valid for one (1) year. An extension request may be submitted <br />prior to the expiration of this approval. <br />2. A tree bank payment of $94,733.33 shall be submitted to the City prior to the issuance of <br />building permits. <br />3.
