Mr. Tizzio seconded the motion. The motion passed unanimously by voice vote. <br />Eighth Item of Business: LPA 19-17: Collection Bins. An ordinance creating Section 2-7.38 in the ULDR to <br />provide time, place, and manner regulations for collection bins and amending Section 5-21.2 to add <br />definitions. <br />Mr. Chris Bowley, Community Development Director, reviewed the information provided in his memorandum <br />dated December 11, 2019 and a PowerPoint presentation to the City of Casselberry Planning and Zoning <br />Commission (a copy is attached and made a part of the minutes). Mr. Bowley said staff requests that the Planning <br />and Zoning Commission, acting as the City's Local Planning Agency, recommend to the City Commission adoption of <br />the attached ordinance for collection bins, as presented in LPA 19-17. Mr. Bowley made a correction to the date in <br />the proposed ordinance stating that this item was originally scheduled for the November 13, 2019 meeting and the <br />date would be changed to reflect the item was presented at the December 11, 2019 meeting. <br />In response to the Commission's question regarding the recycle bins located at Casselberry Elementary <br />School, Mr. Bowley stated that type of recycling bin would not be included in this ordinance. Mr. Bowley reviewed the <br />locations in the City that previously had donation bins located on them. <br />A general discussion ensued regarding the registration of collection bins, enforcement of the ordinance, the <br />monitoring of the collection bins, a suggestion to add additional restrictions for companies that violate City Code and <br />the size restrictions for the collection bins. <br />A discussion ensued regarding the collection bins that are located adjacent to the City limits and the <br />Commission suggested that staff have discussions with Seminole County regarding adopting a similar ordinance. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 19-17. Mr. Phillips made a motion that the Planning and <br />Zoning Commission acting as the City's Local Planning Agency recommend to the City Commission adoption of the <br />proposed ordinance for collection bins as presented in LPA 19-17 with the change to the date in the ordinance and <br />
