Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 11, 2019 <br />Page 4 <br />Waivers: <br />Request to reduce the two-way drive aisle from 20' per Section 3-15.6 to 18'. No parking will <br />be directly on the driveway and rear parking spaces will be used by employees who are <br />familiar with the configuration of the site. Additionally, employee only parking signs will be <br />provided in the rear of the site. Staff supports this waiver to allow a sidewalk to traverse the <br />property along the south side and provide safe and convenient pedestrian access to the site. <br />Additional staff support is given due to the employee only signs being placed at the rear <br />parking spaces and therefore directing customers to park up front, limiting the access and <br />exposure to the 18' drive aisle. <br />Conditions of Approval: <br />1. The applicant shall make a tree bank contribution in the amount of $19,699 prior to the <br />issuance of any building permits. <br />2. All Public Works issues and comments must be addressed prior to issuance of a site permit. <br />3. All required local, regional, state, and federal permits shall be obtained before commencement <br />of development. <br />4. The site plan approval shall be valid for one (1) year. An extension request may be submitted <br />prior to the expiration of this approval. <br />5. All of the above conditions shall be fully and faithfully executed or the site plan shall become <br />null and void. <br />In response to the Commission's question, Ms. Hanna stated that the Seminole County Fire Department <br />approved the reduced drive aisle. A brief discussion ensued regarding the location of the handicap parking space, <br />the need for the sidewalk on the south side of the project, a concern for waste hauler vehicles due to the reduced <br />drive aisle, and the dumpster enclosure material. <br />In response to the Commission's question regarding requiring additional buffering to the east of the <br />property, Ms. Hanna stated additional buffering is not required for the adjacent residential properties because this <br />project is considered low impact and the retention pond also provides a distance buffer. <br />Mr. Henson asked the applicant to come forward. Mr. Darcy Unroe, P. 0. Box 690942, Orlando, Florida <br />came forward. In response to the Commission's question regarding the location of the handicap space, Mr. Unroe <br />said he could relocate the handicap space on the site; however, the proposed location provides additional area for <br />backing out without a car located adjacent to the space. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SPR 19-12. Mr. Phillips made a motion that the Planning and <br />Zoning Commission approve SPR 19-12: Lake Howell Office Building based upon the staff report and the testimony <br />
