Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />October 9, 2019 <br />Page 6 <br />Commission provide a favorable recommendation to the City Commission for LPA 19-16 to adopt and incorporate the updated <br />Five Year CIP into the Capital Improvements Element of the City's Comprehensive Plan. <br />A brief discussion ensued regarding the addition of a new Police Station, new Public Works Department Compound, <br />the smart meter replacement, and the street sweeper to the Capital Improvement Plan. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 19-16. Mr. Phillips made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for LPA 19-16 to adopt and incorporate the updated <br />Five Year CIP into the Capital Improvements Element of the City's Comprehensive Plan including Attachment A. Mr. Bakalla <br />seconded the motion. The motion passed unanimously by voice vote. <br />Tenth Item of Business: LPA 19.13: Hotels, Motels, and Transient Lodging. An ordinance to create a new section in <br />the ULDR to provide lodging standards and to amend Section 5-21.2 by adding and updating definitions for lodging <br />types. <br />Mr. Chris Bowley, Community Development Director, reviewed the information provided in his memorandum dated <br />October 9, 2019 to the City of Casselberry Planning and Zoning Commission. <br />Mr. Bowley reviewed examples of motel/hotel facilities. Mr. Bowley said staff requests that the Planning and Zoning <br />Commission, as the City's Local Planning Agency, recommend to the City Commission adoption of the attached ordinance for <br />hotels, motels, and transient lodging, and definitions, as presented in LPA 19-13, <br />Mr. Bowley explained that he had requested Planning and Zoning Commission to email input when this item was <br />previously presented. He said Mr. Bakalla sent an email with his comments. Mr. Bowley reviewed Mr. Bakalla's comments (a <br />copy is attached and made a part of the minutes). Mr. Bowley stated that staff reviewed these comments with the City <br />Attorney and incorporated the items that could be used in the ordinance. <br />Mr. Bowley reviewed the ordinance that was included in the agenda packet (a copy is attached and made a part of <br />the minutes). Mr. Bowley stated that Section 2-7.37.C.10 (a) should be deleted as it is stated in Section 2-7.37.C.3. <br />A general discussion ensued regarding the third whereas clause, zoning regulations to require existing facilities to <br />meet the new code, and the site/design limitations for current facilities to meet the new code requirements. The Commission <br />decided to change the third whereas clause to read: "Whereas, the City's defined lodging types within Section 5-21.2 of the <br />
