The conditional use shall be limited to the location of 3950 South U.S. Highway 17-92, Suite 2000. <br />2. All sales and consumption of alcoholic beverages shall be on-site and indoors. <br />3. Package sales of alcoholic beverages for off-site consumption shall be prohibited. <br />4. The hours of on-site alcohol consumption and sales shall comply with the hours set forth in Section <br />10.2 of the City of Casselberry's Code. <br />5. The business shall remain in compliance with all City, County and State requirements. <br />6. There shall be no outside display or storage of goods, materials, services or vehicles. <br />7. The conditional use shall commence within 120 days of the approval. <br />8. The conditional use shall expire if the use is discontinued for more than 90 days. <br />9. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />In response to the Commission's question, Mr. Tardif stated that this is not considered a restaurant so there is no <br />percentage of food and alcohol sales required. In response to the Commission's question regarding outside seating, Mr. <br />Tardif said he was not aware of any proposed outside seating. <br />Mr. Henson asked the applicant to come forward. Ms. Charlene Glancy, 210 NE Triplet Drive, Casselberry, Florida <br />came forward. Ms. Glancy explained that there is no outside seating at the site. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />Mr. Henson asked for a motion to address CU 19-16. Mr. Hale made a motion that the Planning and Zoning <br />Commission approve CU 19-16 to allow on-site consumption of beer and wine, 2COP, in conjunction with the operation of an <br />events venue located at 3950 South U.S. Highway 17-92, Suite 2000, based on the findings of fact and conclusions of the <br />staff report dated October 9, 2019, and the nine (9) conditions of approval outlined in the staff report including Attachments A - <br />B. Mr. Tizzio seconded the motion. The motion passed unanimously by voice vote. <br />Eighth Item of Business: CU 19-17: 666 San Pablo Avenue. A conditional use request to allow a fixed residential boat <br />dock at 666 San Pablo Avenue. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated October 9, 2019 to the <br />City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends the Planning and Zoning Commission <br />approve CU 19-17 to allow a residential boat dock at 666 San Pablo Avenue. He said staffs recommendation is based on the <br />findings of fact and conclusions of the staff report dated October 9, 2019, and the following conditions: <br />1. All Public Works conditions must be met. These conditions include the following: <br />a. A building permit will be required for the proposed dock.
