She said if there is an issue and a parent needs to remain at <br />the facility for a longer period of time, the parent would be notified by an app on their phone in advance of the pickup. <br />Ms. Alicea explained that there is an option to have the stacking behind the building. She said the children would be <br />on the playground ready for pickup and an app on an I -pad would be used to assist with signing the children out. Ms. Alicea <br />said also that the app allows her to know if a parent is changing their pickup time. She explained that the parents would <br />provide the pickup/drop off times when signing their children up for the daycare. She said if the parents do not adhere to the <br />scheduled times, there are additional costs assessed. <br />She said it is rare when the daycare is operating at full capacity. A general discussion ensued regarding using the <br />rear of the building pickup option, adequate outside lighting, and installation of bollards. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />A brief discussion ensued regarding adding an additional condition of approval to require that the rear access should <br />be from Lands End so that the passenger side of the car would be next to the curb to avoid children crossing the street. <br />Mr. Henson asked for a motion to address CU 19-14. Mr. Phillips made a motion that the Planning and Zoning <br />Commission approve CU 19-14 to operate a daycare facility at 1001 State Road 434 based on the findings of fact and <br />conclusions of the staff report dated October 9, 2019, and the nine (9) conditions of approval outlined in the staff report <br />including Attachments A -C. Mr. Bowman seconded the motion. The motion passed unanimously by voice vote. <br />A brief discussion ensued regarding the ramifications of using Lands End for pickup of children. It was decided that <br />an additional condition of approval would not be added to the conditional use request. <br />Seventh Item of Business: CU 19.16: 3950 South U.S. Highway 17.92, Suite 2000. A conditional use request to allow <br />the sale of beer and wine (2COP) for on-site consumption at the existing Rhythm and Smooth events venue located <br />at 3950 South U.S. Highway 17.92, Suite 2000. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated October 9, 2019 to the <br />City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends the Planning and Zoning Commission <br />approve CU 19-16 to allow on-site consumption of beer and wine, 2COP, in conjunction with the operation of an events venue <br />located at 3950 South U.S.Highway 17-92, Suite 2000. He said staff's approval is based on the findings of fact and <br />conclusions of the staff report dated October 9, 2019, and the following conditions: <br />
