Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />September 11, 2019 <br />Page 5 <br />Mr. Phillips said that this property is located on one of the busiest thoroughfares in Central Florida. He <br />explained that the Planning and Zoning Commission's job is to discern the best use for a piece of property. He said <br />the Commission takes into consideration the public input. He said he would appreciate it if the residents did not call <br />in to question his integrity. He said the Commission is trying to accomplish the logical use of the property. He said it <br />happens to be located adjacent to a commercial property on one of the busy thoroughfares in Central Florida. He <br />said the Commission's job is to do the best they can to protect the adjacent properties and a lot of thought goes into <br />their decisions. <br />Ms. Campbell said she appreciates Mr. Phillips' comments. She said that the Commission does not make <br />these decisions lightly. Ms. Campbell questioned what the residents would do with the property if they owned it. She <br />said it is an undeveloped property that is adjacent to property located on Highway 17/92. She said it is a tough <br />decision to determine what is best for the community. Ms. Campbell said that a commercial zoning for this property <br />is the highest and best use for this property. <br />Mr. Bakalla explained the following are areas of concern that will need to be addressed during the site plan <br />review process: <br />• Saving as many mature trees as possible <br />• Aggressive buffering between the commercial/residential <br />• Hours of operation restrictions <br />• Addressing access on Lake Ellen Drive <br />After a brief discussion about redevelopment in the City, Mr. Henson asked for a motion to address ZB 19- <br />07. Mr. Hale made a motion that the Planning and Zoning Commission provide a favorable recommendation to the <br />City Commission for ZB 19-07 to amend the Official Zoning Map from R-9 (Low Density Single -Family) to CG <br />(Commercial General) for the subject property located at 245 Lake Ellen Drive based on the findings of fact and <br />conclusions of the staff report dated September 11, 2019, and the three (3) findings regarding the proposed change <br />to the Official Zoning Map listed in the staff report including Attachments A and B. Ms. Costello seconded the motion. <br />The motion passed unanimously by voice vote. <br />Ms. Monger said she felt the Commission misunderstood her comments. She was not attacking the <br />Commission's integrity or accountability. Ms. Monger explained she was requesting the Commission keep integrity <br />
