Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />September 11, 2019 <br />Page 4 <br />Ms. Brenda Monger, 15 Plumosa Avenue, Casselberry, Florida came forward. Ms. Monger said in answer <br />to Ms. Throm's question, a noise buffer is a row of hedges and it does not block the noise. She said the residents <br />could expect noise from trash pickup and late night deliveries. She said she has experienced an increase in noise <br />and traffic from the Culver's Restaurant. <br />Ms. Monger said tonight's meeting is to discuss the zoning of this property. She said as of April 24, 2019 <br />the property is advertised for sale as a commercial site and the zoning has not been finalized. Ms. Monger <br />expressed a concern with pollution to the lake due to too much drainage. She questioned if all the neighboring <br />residents could request a commercial zoning designation so they could obtain a higher value for their property when <br />they are forced to sell. She said this is progress but there should be progress with integrity and accountability to your <br />constituents. <br />Mr. Mark Johnson, 241 Lake Ellen Drive, Casselberry, Florida came forward. Mr. Johnson said there was a <br />vacant house located on the property and there was no effort made to bring the house up to Code. He questioned <br />why the owner did not make any effort to improve the property. He expressed concerns with the removal of the trees <br />on the property. He felt that you cannot fight City Hall and this is a predetermined decision. He said he is <br />considering purchasing another home in the neighborhood but is concerned that the rezoning would impact the <br />property values in this neighborhood. <br />Ms. Jill Ann Johnson, 241 Lake Ellen Drive, Casselberry, Florida came forward. Ms. Johnson expressed <br />concerns with the type of commercial use that could be done on this property, increased traffic to their neighborhood, <br />and additional noise being generated since the removal of some of the trees on the lot. <br />Mr. Henson explained that most of the resident's concerns would be addressed during the site plan review <br />process. Mr. Phillips stated that he did not think it was fair or accurate to say that if the Planning and Zoning <br />Commission did not agree with the residents, that their integrity and accountability was in question. He said it was <br />stated that the Commission overlooked, pushed aside and predetermined all the information. He said he did not feel <br />that was fair or accurate. <br />
