Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 14, 2019 <br />Page 8 <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SP 17-05. Mr. Phillips made a motion that the Planning and <br />Zoning Commission review SP 17-05, Park Place at Lake Kathryn, final plat, and provide a recommendation of <br />conditional approval to the City Commission, based upon the findings of fact and conclusions of the staff report dated <br />August 14, 2019, and the two (2) conditions outlined in the staff report including Attachments A — G. Mr. Bowman <br />seconded the motion. The motion passed unanimously by voice vote. <br />Tenth Item of Business: CU 19-13: Carwash at 2699 Cassel Creek Boulevard. A conditional use request to <br />operate a carwash (Pearl Carwash) at 2699 Cassel Creek Boulevard. <br />Mr. Dean Fathelbab, Planner II, reviewed the information provided in his memorandum dated August 14, <br />2019 to the City of Casselberry Planning and Zoning Commission. A copy of the renderings were distributed to the <br />Planning and Zoning Commission (a copy is attached and made a part of the minutes). Mr. Fathelbab said staff <br />recommends the Planning and Zoning Commission approve CU 19-13 to operate an express carwash facility at 2699 <br />Cassel Creek Boulevard. He said staffs recommendation is based on the findings of fact and conclusions of the staff <br />report dated August 14, 2019 including the seven (7) conditions of approval and three (3) attachments. The <br />conditions of approval are: <br />1. The conditional use shall be limited to the location of 2699 Cassel Creek Boulevard. <br />2. The business shall remain in complete compliance with all City, County, and State requirements. <br />3. There shall be no outside display or storage of goods, materials, services, or vehicles. <br />4. The conditional use shall commence within one (1) year of approval. <br />5. All applicable licenses and permits shall be obtained prior to the commencement of any business <br />activities at the site. <br />6. A new conditional use application shall be required if the use should cease for more than 90 days. <br />7. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />Mr. Henson asked the applicant to come forward. Mr. Joe Toole, Toole Companies, 461 Pittsfield Road, <br />Lenox, Massachusetts, came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request.
