Mr. Phillips seconded the motion. The motion <br />passed unanimously by voice vote. <br />Eleventh Item of Business: SPR 19-09: Pearl Carwash. A major site plan request to develop a carwash at <br />2699 Cassel Creek Boulevard. <br />Mr. Dean Fathelbab, Planner II, reviewed the information provided in his memorandum dated August 14, <br />2019 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab said staff requests the Planning <br />and Zoning Commission approve the major site plan application for the Pearl Carwash located at 2699 Cassel Creek <br />Boulevard (SPR 19-09). He said the recommendation is based on the findings of fact and conclusions of the staff <br />report dated August 14, 2019, and subject to the two (2) waivers, five (5) conditions of approval outlined in the staff <br />report and the eight (8) attachments. <br />The following is the list of requested waivers and the conditions of approval: <br />Waiver Requested: <br />1. Waiver request from Section 3-13.7.C.3: Landscape Requirements for Parking Areas: To allow a row <br />with 11 parking spaces, instead of the maximum 10 parking spaces before a landscaped island. Staff <br />supports this request. <br />2. Waiver from Section 2-7.35.C.5.ii.a: Parking Lot Orientation: To allow more than 60% of the off-street <br />parking area to be located forward of the front facade within the front yard of the principle building and <br />the primary abutting street. Staff supports this request. <br />Conditions of Approval: <br />1. The applicant shall receive conditional use approval from the Planning and Zoning Commission to <br />operate a carwash. <br />2. All remaining DRC comments shall be addressed prior to the issuance of any site permits and building <br />permits. <br />3. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to the <br />expiration of this approval. <br />4. All required local, regional, state, and federal permits shall be obtained before commencement of <br />development. <br />5. All of the above conditions shall be fully and faithfully executed, or the site plan shall become null and <br />void. <br />In response to the Commission's question, Mr. Fathelbab explained that this is a self -use carwash and there <br />would be no staff drying vehicles on the property. In response to the Commission's question, there would be a bench <br />and two (2) trees located adjacent to the sculpture. The Commission expressed a concern with pedestrian safety <br />with the outdoor seating. <br />
