Mr. Tizzio seconded the motion. The motion passed with a majority vote with Mr. Bowman casting <br />the dissenting vote. <br />Ninth Item of Business: SP 17-05: Park Place at Lake Kathryn — Final Plat. A request to replat eleven (11) <br />parcels located along Seminola Boulevard into two (2) lots. <br />Mr. Dean Fathelbab, Planner ll, reviewed the information provided in his memorandum dated August 14, <br />2019 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab said staff requests the Planning <br />and Zoning Commission review SP 17-05, Park Place at Lake Kathryn, final plat, and provide a recommendation of <br />conditional approval to the City Commission. He said the recommendation is based upon the findings of fact and <br />conclusions of the staff report dated August 14, 2019, and the two (2) conditions outlined in the staff report. The <br />conditions of approval are: <br />1. Prior to final approval by the City Commission, the applicant shall make the necessary changes to the <br />plat based on the remaining comments above. The applicant will then resubmit the plat and any <br />necessary documentation to allow the City to review and ensure all necessary changes and <br />requirements have been met. <br />2. The City Surveyor, City Engineer, Community Development Director, City Clerk, and City Mayor shall <br />execute the signature block prior to recording of the plat. <br />In response to the Commission's question, Mr. Fathelbab said there is no intent to modify the zoning <br />designation on the city -owned lots. He explained that the Planned Residential District (PRD) zoning locks in the <br />development concept of the assisted living facility for the Seasons at Lake Kathryn concept plan. He explained there <br />are "use" specific standards for that development and any changes to that would require a change to the zoning. <br />In response to the Commission's question, Mr. Fathelbab explained that site plan review would determine <br />the final layout of the city -owned lots, park improvements, and the development of the privately held property. <br />A general discussion ensued regarding the parking for the park, lake access, impervious requirements, and <br />the design and fencing of the retention pond. <br />In response to the Commission's question, Mr. Fathelbab explained that this project is a residential <br />development and is not required to meet the commercial design standards. <br />Mr. Henson asked the applicant to come forward. Mr. Frank Ramseur, 172 West Warren Avenue, <br />Longwood, Florida, came forward. There were no questions for the applicant. <br />
